Maintains, converts, migrates, and updates assigned Oracle financial system modules; analyzes problem areas and devises solutions; provides guidance, training, and support to users; and assists or leads in analysts to resolve errors, upgrades systems, or revise system structure.
Ensures financial and accounting transactions and reports comply with the Federal Energy Regulatory Commission (FERC) uniform system of accounts, generally accepted accounting principles (GAAP) as established by the Financial Accounting Standards Board (FASB), the accounting practices, standards, policies, and directives established by the DOE and the requirements of specific legislation and executive directives issued by government agencies.
Maintains an asset valuation and control activity on all capital and accountable operations, including providing a detailed accountability of property; advises project managers on changing program operations, cost effectiveness, and the status of projects; and provides evidentiary reports to assist in program decisions.
Researches and analyzes existing laws, policies and regulations to ensure the appropriate recording of financial transactions and business processes are maintained. Prepares special reports, analyses, justifications, or correspondence relating to financial activity for management, auditors, DOE and other government agencies.
Prepares, develops, updates, reviews, analyzes, reconciles technical internal and external financial reports and data inquiries in accordance with applicable regulations, guidance and policies and presents resulting outcomes as required to senior leadership and customers.
Must be a U.S. Citizen or National.

Basic Requirements
ANDSpecialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level, GS-09, in the federal service. Specialized experience is defined as that which includes performing at least three out of four of the following duties: 1) Processing and correcting project and fixed assets accounting transactions in a financial accounting system; or 2) Upgrading, maintaining, and implementing financial accounting systems for projects and fixed assets; or 3) Developing, preparing, and analyzing financial statements and reports; or 4) Reconciling project activity and fixed assets standard general ledger accounts.Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level, GS-11, in the federal service. Specialized experience is defined as that which includes performing all the following duties: 1) Conducting transactional analysis and evaluation of property, plant and equipment for financial data to ensure compliance with applicable policies and regulations; 2) Performing fixed asset depreciation and project overhead calculations and processes; 3) Preparing and posting fixed assets journal entries; and 4) Conducting physical inventories and reconciling inventory to financial records.
