The Data Science and Cyber Security Section is focused on improving data accessibility, security, and strengthening infrastructure to facilitate responsible data use. The section helps implement an aviation research and development (R&D) data science strategy to advance data science literacy and leadership within the organization's workforce, supports the development and use of an infrastructure of data and tools, and promotes the application of data science to advance its core work on aviation R&D. It is one of two sections within the Software and Systems Branch that conducts applied aviation R&D in support of aircraft safety technology development and enhancement of aircraft certification procedures, airworthiness standards, operation requirements, inspection and maintenance processes, and safety oversight tasks to achieve the next level of safety. The incumbent is a Computer Scientist in the Data Science and Cyber Security Section.
Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.
Applies complex computer and data science methods, statistical analysis and data modeling techniques to a variety of challenging aviation related problems. Develops and applies innovative analytical approaches to support data-driven policy and operational decisions. Demonstrates expertise in the domains of data science and engineering, computer programming, statistics, mathematical modeling, machine learning algorithms, and data visualization techniques. Facilitates and participates in cross-organizational teams to apply new techniques in emerging areas such as machine learning and artificial intelligence in an effort to further expand and improve the research products across the Aviation Research Division.
Applies analytical methods to solve problems, optimizes use of data, and provides additional insight and evidence for decision-makers, including but not limited to the following duties: Automates the collection of data from varying sources, formats, and quality and prepare them for analysis; applies a variety of analytical approaches to solve mission focused policy, methodologies, and/or administrative problems in a fast -paced environment; conducts analysis in a programming or statistical software (e.g. R, Python); builds statistical or simulation models; summarizes and presents results using data visualization tools (e.g. Tableau, Power BI, and R); communicates findings to policymakers and non-technical audiences.
Contacts are internal and external. Participates and sometimes leads working groups and other FAA initiatives that require advanced data science knowledge. Often represents FAA as a technical point of contact on projects, programs, and other work activities. Communicates results to all levels internally and externally. Coordinates significant technical matters directly with representatives of external organizations. Keeps current on advances in data science as applied to aviation safety research and development.
Applies experience and advanced technical knowledge on data science and related disciplines to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Typical assignments may include: system design and integration; rule making; investigation and inspection activities; compliance and enforcement actions; extensive research; and shared responsibility for project/program management.
Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS 10-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
