Applies experience and expert knowledge to lead and support the promotion, delivery, evaluation, and improvement of one or more enterprise leadership development programs under minimal direction of a manager or executive. Example programs include the FAA's Aspiring Managers Program (AMP) and Emerging Enterprise Leaders Program (EELP). Works closely with colleagues, leadership, contractors, and other points of contact across the FAA as needed to ensure efficient and effective execution and a participant experience that meets or exceeds requirements and expectations. Leads the team that supports each program.
Collaborates with AHD management to define program goals, targets and metrics and the factors critical to success. Develops clear, complete and defensible plans to promote, deliver, evaluate and improve programs, addressing all pertinent program activities, time requirements, and resources as appropriate. Considers stakeholder and colleague insights, lessons from past experience, and leading practices in developing plans. Identifies and recommends approaches, methods, and techniques that have the highest likelihood of success in the FAA organization and culture. Coordinates with AHD management and/or purchasing and contracting personnel to secure support resources as needed.
Manages and participates in executing plans in accordance with defined goals, targets and metrics. Engages and collaborates with colleagues as well as line of business and staff office stakeholders in execution where it makes sense to advance progress and results. May facilitate meetings or panels of colleagues, managers or stakeholders as part of execution. Builds relationships and partnerships to surface shared interests, foster support, and achieve better outcomes. Creates and maintains pertinent guidelines and procedures to clarify execution expectations and responsibilities as needed and to ensure a consistently high participant experience. Proactively monitors plan execution, prepares reports, notifies management of issues, and recommends mitigation actions. Provides input and feedback to less experienced colleagues who are working on the program to support their performance and development. Develops and delivers information, messages and briefings to keep AHD and AHR management and FAA-wide leadership apprised of progress, results, and opportunities for the future.
Stays abreast of practices and trends in leadership development within and outside government. Assists in evaluating, recommending and incorporating practices to improve processes and procedures used in AHD and across FAA. Participates with design teams in intermittently reviewing, revising or redesigning existing programs, or in creating new programs, to enhance impact and value to customers and the agency. Conducts all activities to the highest ethical standards-communicating effectively, remaining flexible, respecting differing opinions, and exercising patience and tact in challenging situations.
The incumbent’s work impacts the entire FAA and is reviewed to ensure success in achieving planned results.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade/pay band level (FG/GS-13 or FV-I) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
