The Management and Program Analyst is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Acts as principle specialist for Maintenance, Repair, and Overhaul (MRO) program or Supply Chain Management systems.
As the expert the incumbent assesses, refines and modernizes a full range of customer order systems/processes, inventory control processes, logistic policies and procedures related to Logistics Center Support System (LCSS), a franchise fund or revolving fund organization. Utilizes quantitative statistical methods such as graphs, correlations and comparative analysis to conduct innovative studies, analyze findings and to develop new and innovative approaches, methodologies and techniques to manage Logistics Management business processes and define/direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.
Leads teams responsible for planning, monitoring, and conducting complex and controversial special projects, studies, and initiatives which result in authoritative recommendations to improve organizational processes, procedures, structures, management policies, and work distribution. Studies and analyses are of such scope and consequence that they frequently require team efforts that includes cross-organizational participation. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels, and determining accurate measurement techniques.
Participates and provides direction to LOB/SO organizations in the planning, execution, and evaluation of programs and tests in assigned program areas. Provides group/division, team/branch, and/or sector management advisory service which involves identifying long and short-range resource requirements, planning procedural changes by advising on logical duties, relationships, sources, availability and full utilization of needed skills, and provides advice from an operational standpoint on agency policies. Designs/develops effective messaging strategies for communicating/marketing implementation of new policies, revised work procedures, or organizational restructuring to management, employees, customers and stakeholders.
Performs the following for one or more programs or projects; assesses the organization by identifying and maintaining business goals, rules and processes; develops a vision and business systems context for the program; elicits stakeholder requests; captures a common business & system vocabulary; develops and presents project proposals; structures the business use-case models; develops presentations; manages dependencies between linked requirements and/or changes in requirements; works with Program Manager to develop configuration management plan and policies, requirements management plan, change control process, test plans, project plan and helps manage the business resources assigned to the program and answer business inquiries associated with the project.
