This position is located at the International Joint Commission (IJC), a bi-national organization established by the Boundary Waters Treaty of 1909 to help prevent and resolve disputes along the boundary between Canada and the United States. The incumbent serves as the principal administrator of the U.S. Section for the Commission and is responsible for the daily management of the organization.

The incumbent will serve as the executive level point of contact for Members of Congress and their staffs, high level officials in various Canadian Executive Agencies, United States Government agencies, state, provincial, and local governments, industry, private and public associations, professional groups, and the general public concerned with the Commission's activities.
Additional executive level duties and functions include the following:
This position is a drug-testing designated position subject to random testing for illegal drug use.
Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation.
The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, SF-278, prior to assuming the position, annually, and upon termination of employment.
To qualify, applicants must have at least one full year of experience (equivalent to the GS-15 level in the Federal service) that demonstrates a comprehensive knowledge of environmental policy issues, both domestically and internationally, to ensure the protection of the waterway on the United States-Canadian border. The incumbent must be familiar with the appropriate treaties between the Unites States and Canada, as well as an understanding of the precedents established by previous decisions. The incumbent must have sufficient knowledge of technical work performed by the staff, as well as socio-economic impacts to coordinate and develop policy. In addition to the required technical know ledge, the incumbent must also have comprehensive administrative and managerial skills, knowledge, and the ability to apply them to the everyday workings of the organization. The ability to speak and read French language is desirable, but not required.
