The incumbent will direct, coordinate and administer the Contract Compliance program in a region (e.g., one with typically five or six District Offices and a large associated staff), representing the OFCCP on all matters within the region.
The incumbent will plan, formulate, develop, and execute region-wide programs and policies to carry out the mission and objectives of OFCCP and provide executive direction to the subordinate OFCCP offices within the region. Both long and short range plans must be developed, anticipating changes in functions and programs which occur with policy or legal changes. Must make periodic and comprehensive evaluations of program goals and objectives, consistent with national policy and legal restrictions. Requires substantial initiatives and creative development.
The incumbent will exercise broad delegated program and administrative authority in determinations relative to the proper accomplishments of the OFCCP functions in the region. Must assure appropriate program emphasis and accomplishment of priorities in relationship to overall regional program objectives. Makes recommendations concerning the desirability of changes in organizational structure and the particular changes to be effected, with great latitude to place such changes in to effect without prior approval as may be needed to accomplish program mission. Establishes control methods for assuring program is meeting desired goals and accomplishments.
The incumbent will direct and administer a coordinated technical assistance program to promote voluntary compliance with the programs administered and enforced by the OFCCP within the region. Assures awareness by affected parties of their responsibilities and obligations under the Order and Statutes, their provisions, and the procedural requirements that must be followed to fulfill them. Provides leadership and guidance in maintaining contacts with community, civic, business, and educational groups within the region. Responsible for maintaining effective public relations with the communications media of the region, such as television, radio, newspaper, and trade or professional journal. In carrying out these activities, must appreciate the compromises to make in operational in view of public relations implications and need for program support from various groups. Must further understand how to maintain effective relations with a variety of group’s interest in the program.
The incumbent will assure investigations and compliance reviews are thorough and even handed, and are conducted consistently with national office policies and procedures. Incumbent of this position must assure that violations are properly addressed and either appropriate remedies are obtained or enforcement recommendations are made in a timely manner. Cases referred to the Solicitor of Labor with enforcement recommendations must be well documented and meet legal and policy standards for content.
You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc.
1. An in depth understanding and current awareness of civil rights or other worker rights and worker protection principles and of programs and laws designed to effect these principles in the workplace.
2. Demonstrated experience in executing programs or policies designed to protect workers including addressing discrimination issues.
3. Demonstrated knowledge and ability to oversee programs of a complex or multi-faceted nature.
