At this level, the ATSS performs highly specialized technical work associated with the NAS. The work performed at this level requires extensive knowledge of the technology, systems interrelationships, and management of the NAS. Requires planning and conducting operational and diagnostic tests, confirming the reliability and validity of diagnostics on system hardware, software, or applications in support of the NAS.

Receives general work assignments from a supervisor. Uses own judgment, experience, and knowledge to solve problems and complete assignments. Applies a broad experience and advance technical knowledge of assigned discipline and/or specialty. Utilizes and interprets FAA orders, technical manuals, manufacturer's instructions, procedures and other publications as required to complete multiple and complex work assignments. Applies judgment and discretion to select the most appropriate method to complete the work assignment with a high degree of independence keeping supervisor advised of significant problem areas, which may impact ATC operations. Supervisor furnishes general instructions on the scope of work, time limitations, and priorities.
Collaborates with system users, planners, engineers, and contractor personnel in the installation and testing of new or modified systems and in identifying needed improvements of enhancements. Develops and recommends methods of enhancing efficiency of systems through modification and application of existing or emerging technology.
May have broad automated systems and networking responsibility, providing end-to-end services to Air Traffic customers, Understands how assigned systems, components, and disciples are integrated with other systems, components and disciplines. Initiates actions to install, repair or restore systems and services on the availability of back up systems and reconfiguration to minimize service interruptions and insure the safe and efficient operation of the NAS.
The ATSS is considered a key technical point of contact for assigned systems, programs and projects. Contacts are made to provide technical information on multiple systems, instruct other employees, share information across organizations, provide ATC systems data, provide status briefings of system reliability, coordinate, and oversee the activities of contractors. In addition, Defense (DoD), airport management, contractors, and utility companies to resolve complex technical or engineering issues.
The ATSS possess a broad knowledge of the FAA orders, Technical Instruction manuals, policies and procedures pertaining to the maintaining FAA systems safely in a variety of work environments, including Occupational Safety and Health (OSHA), Facility and Systems Security, National Electrical Code (NEC) and Human Resources Directives. Must use proper personal protective equipment and use safety procedures while accomplishing work assignments. Contributes to the organizational goals as a senior specialists, team member, or lead specialist for specific projects or work assignments. Assigned tasks are reviewed in terms of compliance with FAA policies and technical requirements within the ATSS's area of expertise.
To qualify for this position candidates must show experience at the level of difficulty and responsibility that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation and electronics systems. Generally, experience at the next lower level, pay band: G/level II or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities.
