Researches, analyzes, interprets, and applies the full range of pay and leave administration laws, regulations, policies, and practices to provide authoritative advice and guidance. Carries out complex studies and special projects. Delivers training on pay and leave topic. Develops written guidance, position papers, and reports. Trains and mentors staff. Performs other duties as assigned.
