Serves as principal advisor to the Director and Deputy Director on long- and short-range program planning and allocation of Museum resources. Takes lead in the development of resources plans and policies regarding budget formulation and personnel allocation, regulations, and policy requirements of the Institution and other funding agencies. Maintains close working relationships with other Associate Directors and department chairs to assure integration of short-and long-range plans with availability of resources.
Responsible to the Director for the oversight and management of all financial management activities relating to the programs and operations of the Museum.
Responsible for the oversight of all revenue-producing activities of the Museum. Serves as principal advisor to the Director and Deputy Director in matters related to museum business activities.
Responsible for the long-range facilities planning functions of the Museum. Develops and implements the planning process for the Museum, and monitors and initiates adjustments as appropriate. Works with project managers to keep projects on schedule, coordinating with other units to avoid delays in reviews, procurement of services, etc.
Develops and maintains a comprehensive logistics plan, in conjunction with the Director, Deputy Director and other Associate Directors, to support and implement new program initiatives of the Museum.
Works with the Director in the formulation and presentation of the Museum’s annual operating budgets. Sets or recommends priorities for annual budget call and five-year plan. Develops justifications and supporting documents for budget submission and recommends strategy for budget presentation. Assures that adequate controls are exercised so that expenditures remain within the approved budget.
Serves as principal advisor to the Director and other senior management officials on all aspects of human resources management program. Advises the Director, Deputy Director and other Associate Directors on appropriateness of proposed individual personnel actions and appropriate courses of action to solve personnel management issues or problems.
Directs and coordinates the activities of the Office of Information Technology, through the Assistant Director. Responsible for the development and implementation of the Museum’s information resources management program (including desktop operations, communications, informatics, web, and related information technologies) to support museum operations.
Responsible for administrative policy and issues relating to facilities management and space utilization. Provides administrative guidance and oversight of the building and facilities management and operations, including NHB, Museum Support Center (Suitland, Maryland) and Smithsonian Marine Station (Florida).
Directs through subordinate supervisors a staff of technical, administrative and support employees. Develops and issues operating plans, procedures and instructions. Furnishes policy guidance and direction to subordinate supervisors and assures that they carry out their supervisory responsibilities effectively.
Represents the Director or Deputy Director, as necessary, at a variety of meetings and conferences, with delegated authority to commit Museum resources or make decisions affecting Museum operations. As designated, acts as Museum Director or Deputy Director in his/her absence, assuming full authority and responsibility for the overall management of the Museum.

BASIC QUALIFICATIONS
Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four year course of study in an applicable subject matter field.
SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as demonstrated knowledge and leadership skills in managing the administrative and/or financial functions of a large organization.
The applications that meet the basic qualifications will be evaluated further against the following criteria:
1. Demonstrated leadership in a complex organizational structure and in a federal-private partnership context, specifically, your skills and knowledge of operations and procedures in an executive level office environment including strategic planning, budgetary process, human resources, information technology and facilities management.
2. Demonstrated knowledge and skill in budgetary process, and human resource management including developing program/project performance tracking and upward reporting systems. This includes experience in establishing results-based performance measures including the creation and execution of an annual budget and oversight of procurement of supplies and services.
3. Demonstrated in-depth knowledge of facilities and infrastructure management and master planning including developing, managing and tracking plans and budgets in a multi-department environment including integrating planning, goal setting, and the deployment of assets within overall agency objectives.
4. Demonstrated ability to apply the latest technology and/or industry best practices to lead an information technology program in a complex multi-facility organization.
5. Skill in leading and managing a multi-disciplined and culturally diverse workforce, including developing team-work and high morale; attracting, retaining, motivating, and providing guidance; and implementing EEO/Affirmative Action policies and programs for a highly performing team.
SUPERVISORY CONTROLS
The Director, National Museum of Natural History, provides administrative direction in terms of broad guidance on overall policy, program objectives, and delegated authority. Within this framework, the incumbent plans and carries out assigned responsibilities with a minimum of direction. Major policy questions or controversial issues are discussed with the Director for decision or guidance. Keeps the Director and Deputy Director informed of all significant program activities and potential problems. Work performance is appraised in terms of overall effectiveness in achieving program objectives.
SECURITY LEVEL
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been
