Federal employees who meet the definition of a "surplus" or "displaced" employee.
Current or former competitive service federal employees.
Native Americans or Alaskan Natives with a tribal affiliation.
U.S. Citizens, Nationals or those who owe allegiance to the U.S.
This position is being advertised to all sources (both under Delegated Examining procedures and Merit Promotion authority). It is open to the public (i.e. eligible United States Citizens) and to status candidates (i.e. current/former Federal employees) as well as VEOA eligibles.
As a Community Planner at NCPC, the incumbent's typical duties and responsibilities leading up to the full performance level of this position will include:
To qualify based on education, you MUST submit a legible copy of transcript(s) from an accredited institution with your name, school name, credit hours, course level/name, major(s), and grade-point average or class ranking. Transcripts do not need to be official but, if you are selected for this position and you used your education to qualify, you must provide official transcripts as a condition of employment.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. For further information, visit: http://www.ed.gov/about/offices/list/ous/international/usnei/us/edlite-visitus-forrecog.htm
In addition, when reviewing applicant's transcripts, assumptions will not be made. Applicants MUST state which coursework is relevant when verifying credit hours in a related field to meet education qualifications.
ARE YOU USING YOUR EDUCATION TO QUALIFY? As part of your application package, you MUST provide transcripts, or equivalent documentation, as described above to support your educational claims. All materials must be submitted by the closing date of the announcement.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
There is no substitution of education for experience to be eligible for the GS-12 grade level or above.
Veterans Preference Claims: To claim 5-point veterans' preference, a copy of your DD-214 showing character of discharge under honorable conditions (Member 4 copy) is required. For veterans within 120 days of discharge, you must submit signed documentation from the Armed Forces dated within 120 days of your separation certifying: (1) expected release/retirement date from active duty; (2) discharge under honorable conditions; (3) pay grade/rank/rate at time of discharge; (4) dates of active duty service; and (5) any campaign or expeditionary medals received. Enlisted record briefs and military ID do NOT qualify as certification. To claim 10-point preference (e.g. Disabled Veteran, Purple Heart recipient, Derived Preference for spouse/widow(er)/parent), the SF-15, "Application for 10-Point Veterans' Preference" is also required, plus the corresponding proof of documentation. For more information on veterans' preference, resources are here and here. For information on derived preference, go here.
