The primary purpose of this position is to supervise/oversee all aspects of the counseling and advocacy program to include the Clinical Counseling Program (CAP), the Family Advocacy Program (FAP), and the New Parent Support Home Visitation Program (NPHVP). The incumbent will supervise/oversee professional CAP staff located at one or more Fleet and Family Support Center (FFSC) storefronts throughout the region.

Supervisory Duties
Directs through subordinate federal employees all activities related to CAP and Services and provides government oversight of contract deliverables within the CAP. Plans, assigns, and directs specific work through direct contact with staff members and through regularly scheduled meetings. Assures optimum management of activities through a continuous review of accomplishments against established objectives. Reviews and evaluates the CAP program areas to improve existing programs and to offset negative trends.
Organizes, sets, and monitors workflow of CAP. Establishes performance standards for subordinates; evaluates staff and conducts supervisory counseling sessions when necessary; conducts performance evaluations for staff. Controls attendance and leave ensuring adequate work force is available at all times to accomplish the mission. Approves and authorizes leave and timecards. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Initiates classification, reclassification, and recruitment actions, and tracks all pending personnel actions to ensure timely completion. Interviews and is selecting official for the CAP. Assures equity in recommending and determining selections, assignments, training and promotions, discipline and awards to employees. Identifies employee benefits, services, and work related activities.
Designs, implements, and monitors CAP employee’s incentive programs, employee development, and mentoring programs to produce effective employee performance and to achieve FFSP mission and objectives.
Maintains necessary program and administrative materials and files; makes available policies, procedures and directives, and instructions from the FFSC Director to subordinates. Identifies and advocates for resources as well as for information and decisions on major work issues. Estimates and reports to supervisor and subordinates on progress in meeting milestones and deadlines. Ensures subordinates are aware of and participate in team planning and play integral roles in developing final team products. Leads subordinates in assessing strengths and weaknesses and leads subordinates in exploring work methods, processes, and procedures.
Program Duties
Provides oversight of treatment services via individual, marital, family or group modalities. Provides supervision of risk assessment and case management services and other therapeutic interventions as appropriate for clients. Identifies gaps in existing services and provides results and program recommendations to Supervisor and Regional Quality Assurance Program Coordinator that includes assessment and treatment related issues. Identifies problems in administrative procedures that impact the provision of clinical services and provides results and recommendations to Supervisor, and Regional Quality Assurance Program Coordinator. Provides crisis intervention services for all CAP. Serves on committees and as a point-of-contact (POC) for child and spouse abuse specific programs and initiatives as deemed appropriate by the Site Manager. Promotes activity related to community collaboration and serves on action groups. Liaisons with court services units. Performs specific duties as required by Department of Defense (DoD), Office of the Chief of Naval Operations (OPNAV), Secretary of the Navy (SECNAV), Bureau of Medicine and Surgery (BUMED), and all CAP instructions and standards. Keeps the FFSC Site Manager apprised of any problems within the Department/Program. Also advises Supervisor of any CAP cases which are high risk or are of potential media or command interest or require consultation at higher levels within the organizations. Complies with protocols relating to high risk and high visibility cases.
Serves as the CAP representative attending, coordinating or assisting in coordination of various meetings and committees. Coordinates or assists in coordinating installation Incident Determination Committee (IDC) Meetings. Coordinates and Chairs the Installation Clinical Case Staffing Committee (CCSM). Coordinates the Quarterly Installation Family Advocacy Committee (FAC) and ensures membership and training requirements are met. Serves as the mental health representative on the Sexual Assault Case Management Group (SACMG). Serves as the Technical Assistant (TA) for CAP services and contract CAP employees. Completes quarterly quality assurance reports, analyses trends and outcomes. Assures all CAP certification standards meet compliance. Collaborates with other FFSC clinical providers and supervisors to ensure a coordinated approach to service delivery.

Understanding of, and ability to apply, various counseling approaches such as behavior modification, client-centered, rational–emotive, family systems, brief solution-focused, and reality therapies.
Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning.
Knowledge of family violence treatment principles for victims and offenders.
Knowledge of group dynamics.
Knowledge in the areas of family systems, particularly as it relates to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency.
Ability to recognize and define personal and social problems, to independently reach accurate conclusions, and to provide appropriate solutions.
Ability to effectively interview and clinically respond to the needs of clients, including assessing suicidal and homicidal risks and substance abuse issues.
Ability to communicate orally to interview alleged offenders and victims; to maintain cooperative and professional relationships with law enforcement, Child Protective Services, medical treatment facilities, and senior personnel from commands of offenders and victims; prepare documentation for presentation at the IDC and participate in case discussions regarding assessment; make presentations; and exercise strong facilitation skills for individual and group counseling.
Ability to communicate in writing to develop and prepare case management memos, correspondence, and reports; to document psycho-social assessments, treatment plans, and IDC reports; to develop lesson plans for briefing and classroom presentations.
Knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations and to facilitate work assignments.
Education including at least one of the following:
Master’s degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree.
OR Master’s degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree. OR Master’s degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree. OR Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.
Licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
Must have engaged in two years full-time, postmasters supervised clinical experience.
Two years, full-time clinical experience post independent licensure or certification.
