As the Team Lead, reports to the front line Manager on performance, progress, training of employees, and disciplinary problems. Makes recommendations to front line manager regarding promotions, reassignments, recognition, and personnel needs. Approves or disapproves leave requests for up to 2 hours. Resolves simple complaints of employees and refers others to the front line manager. Communicates assignments, projects, and problems to be solved, to include deadlines and milestones for completion.
Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the application of policies and procedures. Formulates and recommends positions on major projects/ policies/issues to senior management. Prepares, reviews, and recommends approval of major reports for internal and external distribution on projects, programs and other work activities. Develops briefings to convey strategic vision or organizational policies to internal and external audiences. As a team lead within AMK-020 you will be expected to interface with employees and managers at all levels within ESC as well as FAA and external customers.
Applies experience and expert knowledge applicable to his/her discipline to conduct functional activities for projects/programs which often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues which often cross organizational boundaries and impact on the accomplishment of strategic objectives. Typical assignments may include: providing guidance to less-experienced professionals; leading large project/program teams; defining and developing internal policies and procedures; predicting potential issues and proposing preventive action. Applies knowledge of FAA's policies and objectives to identify, define and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.
Applies an advanced knowledge of the technical aspects of the work directed such as government finance, budgeting, and a comprehensive understanding of the ESC. Also applies a thorough understanding of the principles of management and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Adheres to Financial Management standards including appropriations law, OMB circulars, and FASAB, among others. Areas of oversight include (but are not limited to) costing and pricing of multiple activities, service level agreements, enterprise budgeting, advance collection, and revenue and expense recognition. Work usually includes both routine and challenging projects/programs. Must work closely with employees and other team lead(s) to ensure smooth operation of all AMK-020 functions.
Plans and assigns work, establishes priorities, assures that production and accuracy requirements are met, develops and establishes performance standards and ratings, evaluates performance of subordinates; gives advice, counsel, or instruction on both work and administrative matters. Encourages and promotes team building. Also hears and resolves employee complaints while referring serious unresolvable complaints to the AMK-020 Manager and/or Division Manager.
Work is typically governed by broadly established policies, procedures, and organizational objectives that frequently require implementation within ESC to achieve quality, cost and timeliness objectives such that discretion is required. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as the situation requires.
