Specialized experience is defined as: Experience in applying basic inspection, investigation, enforcement, and/or compliance principles, concepts, and procedures; applicable Federal laws and regulations; and practices common to business, public institutions, and other entities in order to select, gather, and organize information from various sources such as databases, witnesses, informants, or Federal, State, and local agencies; perform routine tasks to support the inspection, investigation, enforcement, or compliance process; inspect documents for accuracy and compliance; establish preliminary findings; and prepare reports.
Time in Grade:
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience in applying inspection, investigation, enforcement, and/or compliance principles, concepts, and methodologies; laws, regulations, guidelines, and precedent decisions; requirements of various legal jurisdictions; and practices common to industries and entities regulated by applicable programs. These acquired knowledge and skills must demonstrate skill to independently perform duties such as: identify sources of information to detect illegal activity and document issues or probable cause; conduct investigations using accepted methodology and problem solving techniques; take statements from witnesses, third parties, and other knowledgeable persons; research, analyze, interpret, and evaluate data and information to make appropriate recommendations; and prepare reports and technical information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Qualification and time-in-grade requirements must be met at the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
GS-07 One full year of graduate level education or Superior Academic Achievement may be substituted to meet the specialized experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
GS-09 Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. . If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
Education cannot be substituted for experience at the GS-12 level.
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education.
Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
This is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. This requirement may be waived only for veterans.
