The incumbent will serve within the Financial Services, Office of investment Planning and Analysis Division (IP&A), Business Case Division AFI-100.
The incumbent will lead analysis teams under the minimal direction of a manager. The incumbent is responsible for evaluating the alignment of investments with strategic priorities, analyzing program interdependencies, and assessing program documentation such as operational concepts, program requirements, implementation and support plans, acquisition documentation, and test plans. Acts as principal analyst or as a project manager or team leader for large work activities. Incumbent provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all, but unique technical problems without the intervention of management or a more experienced analyst. Formulate mathematical or simulation models of problems, relating constants and variables, restrictions, alternatives, conflicting objectives, and their numerical parameters. Develops, evaluates, and provides quality assurance of cost estimates, including ad-hoc special studies. The cost estimates may encompass program baseline development, budget and life cycle cost estimates, feasibility studies and sensitivity analyses, contract evaluation contract solicitation support, cost performance monitoring and analysis, and independent cost estimates and analyses. The incumbent will also design, develop, and apply cost analysis tools to determine the economic impact of proposed investments. The incumbent may also lead database development, cost estimating process improvement, and cost estimating guidance development.
Applies experience and comprehensive knowledge of Federal policies and objectives in the development, implementation, administration of business processes and key management tools. Analyzes and evaluates data from business analytic software to solve problems and to identify opportunities to improve business processes. Focusing on the effective use of resources (people and technology), the analyst applies business analytic experience in analyzing and translating organizational business requirements into system deployments and/or business process changes. Uses modeling to forecast performance and reliability of a systems. Uses established rules and procedures in order to recommend economic, effective and feasible solutions to meet project requirements and constraints.
Responsibilities may also include the development, evaluation, and quality assurance of benefits assessments for proposed agency investments. Responsibilities include the design and development of models, methods, and computer applications to apply mathematical, statistical and econometric techniques to analyze proposed changes to the National Airspace System (NAS). The work involves originating new and improved applications and strategies for existing and new concepts and principles related aviation and AFN operations. Work activities typically support and are vital to the success of projects or activities of the AFN, Federal Aviation Administration (FAA) and aviation industry when adopting new approaches and technologies.
Contacts are internal and external including FAA management, departmental officials, and individuals within the aviation aerospace industries. Often represents FAA as a senior analyst point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. In addition, some positions may require knowledge of a specific subject area.
