The Title 5 Excepted Service Sexual Assault Response Coordinator (SARC) position was established to provide immediate and trained response capabilities for each report of sexual assault in all locations. The positions ensure victims of sexual assault are protected; treated with dignity and respect; receive timely access to appropriate treatment and services; and, informed of their rights to report allegations of retaliation, reprisal, and ostracism to the Case Management Group (CMG), or other appropriate investigative agencies. The SARC employees provide victims with accurate and helpful information regarding restricted and unrestricted reporting options. They facilitate and/or provide training at all levels in order to promote strong support of effective command awareness and prevention programs, as well as, law enforcement and criminal justice procedures that ensure those who commit the offenses are held appropriately accountable for their actions. The work involves understanding and implementing policies and procedures for reporting sexual assaults and providing information in regard to the availability of medical treatment, advocacy, and legal support through Special Victim Counsels (SVCs). The SARC employees manage and monitor the State's and Wing's SAPR programs for the Adjutants Generals, provide requests for information, and enter all program data into the Defense Sexual Assault Incident Database (DSAID), in compliance with DoD and NGB instructions. Through oversight of Victim Advocate work, SARCs ensure that victims receive assistance and emotional support during medical, administrative, investigative, and legal procedures. The SARC employees establish and maintain liaisons with civilian and military authorities; and, ensure all DoD/NGB SAPR policies are implemented throughout their respective organizations.
All JFHQ GS-0301-12 SARC applicants must provide official transcripts from accredited universities or colleges. College degree coursework and pertinent volunteer experience, in fields associated with the social science program disciplines, are acceptable qualification elements only where it clearly provides applicants with the background education and competencies necessary for successful job performance such as, studies in the Sociology, Psychology, Social Welfare, Education, or Human Resources.
Degree: Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline. In situations where the applicant's college transcripts did not indicate specific course requirements, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If the specific course requirements are not clarified, apply 24 hours of behavioral study, social science study, or a related study discipline as equivalent to a major field of study. The nature and quality of this required course work may serve as a prerequisite for more advanced studies in the field or subject-matter area. Related course work generally refers to courses that are accepted as part of the program major.

Combining Education and Experience: An appropriate combination of education and experience generally requires that an applicant possess a core of educational credit in behavioral study, social science study, or a related study discipline; plus, additional education and/or experience. The quality of the combination of education and experience must demonstrate that the applicant possesses the full range of competencies, knowledge, skills, abilities, and behaviors, required to perform GS-0301-12 Wing SARC occupation business. The combination must align and demonstrate factors and evidence that are directly comparable to a successfully completed four-year degree in a course of study with a major in behavioral study or social science study; or, in a course of study with a major in related study discipline. In addition to courses in the major discipline or related fields, a typical college degree will include courses that developed logic, analysis, writing, critical thinking, research, and statistics. These courses provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the GS-0101-12 Wing SARC position. Therefore, creditable experience must have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for the GS-0301-12 SARC position.
