Perform Base Resource and exchange allocation and scheduling processes; coordinates with vendors of programs to implement and test changes as may be needed. Coordinates with Information Technology to ensure integration of the programs used in the allocation process are consistent with Western's security requirements, and that the data produced are properly distributed to the pre-schedulers and customers. Conduct studies on the Central Valley Project's electric power system, project power use, long-term average annual generation and firm capacity, power values, effects of water conditions, constraints, release patterns, power supply resources, the region's supply and demand characteristics and profiles, load and generation, analyses and forecasts, feasibility and cost/benefit studies of various resource acquisitions, and other studies related to the power resources available to or from the Central Valley Project. Completes preparation and review of data, reports, and plans for North American Electric Reliability Corporation compliance for the resource planner function and load serving entity function obligations in the California Independent System Operator balancing authority area. Develop load forecasts for Full Load Service and First Preference Customers taking into consideration any embedded renewable generation. Conduct generation expansion and production cost studies and analyses on power marketing options.
This position will perform assignments of a developmental nature in order to prepare for duties at the GS-12 level.

For the GS-9 - 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or 1 year equivalent to at least GS-7 performing professional engineering work in power system engineering with an emphasis on power system analysis, OR power system economics, OR power resources planning, OR network analysis. This experience may have been gained through assisting such activities as developing load and generation forecasts, resource planning studies, and development and maintenance of computer systems for resource planning and scheduling.
For the GS-11 - 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or 1 year equivalent to at least GS-9 performing professional engineering work in power resources modeling for the evaluation of power resource requirements, scheduling, or portfolio management providing support in the development, maintenance, and application of the computational models by collecting, identifying, and analyzing data and issues and maintaining records of power resources modeling activities.
