The AD for Earth Science Projects Division reports administratively to the Director of Flight Projects and programmatically to the Director of the Earth Sciences Division as well as the Director of the Joint Agency Satellite Division within the Science Mission Directorate at NASA Headquarters.
The incumbent has the responsibility for designing, developing, integrating, testing and launching research and operational Earth Observing missions that support world class Earth Science investigations for NASA and long-term continuing missions that provide data continuity for operational agencies.
The incumbent provides leadership for the management and coordination of NASA's systematic Earth observation missions, projects and mission office within the Goddard Space Flight Center (GSFC) as well as reimbursable projects assigned to the Reimbursable Projects Program.
In addition, the incumbent is responsible for managing mission studies, formulation activities, and instrument development activities for non-GSFC projects. In managing these diverse Earth observing missions, the incumbent deals directly and authoritatively with contractors, other NASA centers, the international community and other elements of GSFC.
Specifically, the AD for Earth Science Projects Division is responsible for:
- Developing and executing Directorate policies, plans, and procedures for the Earth Science Projects Division activities.
- Planning and establishing goals, objectives, and management strategies for project budgetary requirements and plans for spacecraft, instruments, software and other complex technical equipment and services. Negotiating plans with contractors, Center elements, NASA Headquarters, other United States agencies, and foreign governments.
- Directing all activities associated with the design, development, integration, testing, calibration, launch and operations of Earth Science instruments, missions and projects.
- Coordinating project requirements to assure operational requirements and international agreements are met and assuring strong engineering approach is taken for all missions.
- Directing project field activities relating to the launch of the Earth Science projects; assuring integration of satellite and launch vehicle scheduling; responsible for the technical compatibility between the satellite and launch vehicle and for the launch vehicle meeting project requirements;
determining the services and facilities required including the need for additional equipment and operating procedures, etc.; assuring that projects are in a state of readiness for launch.
- Controlling the expenditure of Earth Science to assure that fiscal accountability is maintained and that funds are properly expended.
- Developing implementing, and maintaining the Earth Science Projects Division functional responsibilities to assure timeliness of performance, cost efficiency, and continued attention toward improvements in efficiency and productivity. Also, establishing and maintaining a good working relationship with other NASA Centers and NASA Headquarters through detailed program coordination to identify areas of common development and to monitor progress.
