Major duties include:
· Responsible for establishing and administering staff and programs for system architecture, network engineering, quality assurance, requirements management, and independent testing of application software and information technology infrastructure components.
· The incumbent plans and directs activities necessary to ensure the availability of technologies and the supporting technology infrastructure.
· Develops system development life cycle management policies, procedures, and practices for the key process areas of system architecture, quality assurance, requirements management, configuration management, and testing.
· Coordinates requirements with supported Museum offices and divisions, identifying potentially conflicting requirements from different units; works with senior USHMM managers to resolve conflicts and prioritize requirements.

BASIC REQUIREMENT: To be eligible for the position, you must meet the Basic Requirement for the position of IT Specialist. Individuals must have IT-related experience demonstrating each of the four competencies listed below.
Specialized Experience for GS-14: You must have one (1) year of specialized experience equivalent to the GS-13 level in the federal service that clearly demonstrates knowledge, skills and abilities in:
1) Developing or approving the high level architecture of all organizational automated information systems.
2) Managing engineering studies and analysis required to maintain and to improve the technical infrastructure of the organization.
3) Develop and implement technology systems and projects within the organization ensuring the organization’s overall technology needs are met.

Mastery of, and skill in applying, a wide range of advanced IT principles, concepts, methods, I standards, and practices in order to plan, develop, and implement technology systems and projects within the Museum.
Comprehensive knowledge of Federal fiscal and procurement laws and regulations in order to understand and follow proper Federal procurement policies and practices in obtaining and managing contractor-supported system architecture and product assurance activities.
Skill and ability to communicate effectively with functional managers, program managers and stakeholders, subject matter specialists, and contractor representatives.
