This position is located in the Deputy Chief of Staff for Logistics (G4), Sustainment Automation Support Management Office (SASMO). The primary purpose of this position is to provide automated logistics Standard Army Management Information System (STAMIS) support to all state activities and organizations and a wide range of specialized methods and techniques for planning, analyzing, and identifying problems; and developing and implementing resolutions in the organization, administrative, and systemic program.
Serves as an advisor to the Supervisory Logistics Management Specialist on all Combat Service Support (CSS) STAMIS systems and Automated Logistical Programs. Exercises knowledge and oversight for all matters pertaining to the fielding and operation of STAMIS systems and Automated Logistical Programs. Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation. Identifies funding requirements to support SASMO operations, justifies and submits budget requirements for State operating budget, and executes funds received.
Serves as a Systems Administrator for all STAMIS systems and Automated Logistical Programs and as the technical expert within the state/territory responsible for providing technical and functional guidance for serviced STAMIS and Automated Logistical Programs. Reviews SASMO Standard Operating Procedures (SOPs) to ensure they are current (i.e. help desk, repair operations, etc.). Evaluates trouble tickets escalated from the help desk, setting priorities on a weekly and monthly basis.
Troubleshoots diagnostics and resolution of technical problems identified in trouble tickets and initial setup of serviced STAMIS computers to include loading software, configuring modem and network card(s), assigning Internet Protocol (IP) addresses with correct subnet, connectivity to the network as required, coordinating with other support personnel and completing technical inspections.
Develops programs to ensure software/interim change packages (SCP/ICP) are applied in proper order. Coordinates and communicates with Department of the Army (DA), National Guard Bureau (NGB), Program Manager, and Customer Assistance Office (CAO), Ft Lee, VA. regarding CSS operations and automated systems support, problem resolution, software upgrades and change packages. Assists functional users in automated CSS systems management and operation.
Serves as the primary point of contact for Functional Administrators and users of the serviced database(s). Administers the day-to-day database operation and maintenance of the serviced database(s). Performs tests to ensure serviced database(s) efficiently collects, stores, and processes data. Evaluates, determines, and initiates corrective action to recover or restore data and return the database(s) to operational status.
Resolves issues and problems concerning the effectiveness and efficiency of logistical STAMIS administrative and systemic work operations. Utilizes knowledge of logistics management principles, policies, and procedures to implement, establish, and execute operational plans and policies for the logistics STAMIS system. Represents the DCSLOG/G4 as the primary POC responsible for the functional implementation and sustainment of varied automation information management systems.
Provides direction and guidance to supported CSS STAMIS users in the submission of automated systems problem reports and/or change proposals. Establishes procedures for the receipt, review, consolidation, and accounting of system problem reports and engineer change proposals (ECPs) submitted from other SASMO personnel and/or CSS STAMIS users to ensure subsequent distribution to NGB. Develops and establishes programs for administering the receipt, review, validation, distribution, and implementation of all CSS software received in the State, ensuring proper installation, testing and evaluation. Establishes and ensures proper maintenance of a CSS resource library and the retrieval and disposal of CSS software.
Analyzes requirements, establishes programs/procedures ensuring effective coordination on CSS automation hardware systems and peripherals pertaining to the receipt, distribution, installation, and replacement of systems. Performs proper installation, testing and evaluation of CSS systems hardware. Identifies maintenance requirements and coordinates/initiates corrective action. As appropriate, establishes a State CSS automation hardware stock controlled exchange (SCX) (aka equipment float) program and directs the management of the program, ensuring accountability of exchanges.(9) Directs user-level assistance on STAMIS and Automated Logistical Program operations and automated systems utilization.

GENERAL EXPERIENCE:
Work involves performing or supervising staff work in planning and coordinating logistical support activities to provide the money, manpower, material, facilities, and services needed to support a specified mission at the time and place they are needed.
Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
GS-09 - Must have at least 24 months experience, education, or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). Experience integrating actions of a variety of specialized support activities in order to meet program goals. Experience interpreting and applying regulations, laws or practices. Experience planning and organizing work assignments.
GS-11 and above - Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements
