This position will work in conjunction with our federal agency partners as well as national and state workforce agencies to implement American Rescue Plan Act of 2021 (ARPA) unemployment insurance (UI) provisions that respond to the economic effects of the Coronavirus Disease 2019 (COVID-19) pandemic. Specifically, this position will support modification of state workforce computer systems to accommodate the extensions and modifications provided under ARPA. In addition, this position will work to limit fraud through detection and prevention, to promote equitable access and ensure timely payment of benefits to eligible workers, and accelerate claims processing or process claims backlogs due to the pandemic.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is defined as:
Experience at the subject matter expert level in the design, implementation, management, and monitoring (including baselining) in the areas of new Application Development and Support utilizing; UNIX/Windows Server, Database and Middle Tier Services (Oracle, SQL, Java, Restful Services and API, SOAP, etc..), and leveraging modern Cloud Technologies and hosting providers such as AWS, Azure, Appian, etc... The incumbent must have experience in providing technical expertise and leadership in these areas at the mile high level, as well as in depth hands on expertise performing tasks on a daily basis. Must also have expert level experience in the evaluation, design and implementation of new technologies in these areas, including and all relevant cloud services.
