The incumbent directs WAPA organizational activities, frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. He or she determines the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions.
Directs and administers agency programs featuring highly sophisticated engineering concepts and unique problems related to the development, design, construction, operations and maintenance of the WAPA transmission system; the marketing of energy; the forecasting of system capability and requirements; the protection of all assets from physical, electromagnetic, cyber, and other threats; and administrative support of these specialized functions.
Ensures appropriate safety measures are incorporated into all programs and operations as part of a vibrant safety culture; Directs and oversees agency regional operations through regional managers.
Provides leadership, incentive, and the instrumentality through which National goals for electric power and transmission as set by the President of the United States and the Secretary of Energy are made known and achieved in the western and mid-western United States.
Provides leadership in broad policy establishment at the national level with officials of the Department of Energy, other Departments, and Congressional stakeholder, concerning power resource development, interregional power coordination, transmission planning and operations, and new or modified legislation for the industry.
Sets broad policy objectives for the disposition of' electric power including goals and strategies for establishment and revision of wholesale power rates, repayment criteria, and billing and contracting provisions; Sets broad policy objectives for transmission infrastructure including implementation agency's transmission authorities and establishment and revision of transmission rates.
Provides leadership and direction for compliance with the Federal Energy Regulatory Commission's (FERC) applicable standards for providing non-discriminatory access to transmission and also with North American Electric Reliability Corporation (NERC) reliability standards.
Oversees and provides direction and administration to WAPA’s Senior Vice President and General Counsel, the Executive Vice President and Chief Operating Officer, Senior Vice President and Chief Administrative Officer, Senior Vice President and Chief Financial Officer, Senior Vice President and Chief Information Officer, WAPA’s Senior Vice Presidents and Regional Managers, Chief Public Affairs Officer, and Chief of Staff.
Coordinates long-range marketing plans and project development activities of' WAPA with other power marketing divisions, agencies, and organizations of the Department of Energy. Provides leadership in implementing and using new techniques and concepts in electric power generation, project development, and transmission planning and operations to provide for changing and expanding needs in the Nation's electric sector; to achieve maximum efficiency; and to use the natural resources of the nation judiciously, including minimizing environmental degradation to public, private, or Federal holdings in the area of origin. Provides leadership, direction, and incentive to agency managers and supervisors in policies set by the Secretary of Energy, including but not limited to the employment of minorities and women.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable).
