The incumbent supervises oversees a geographically diverse staff and a multi-million dollar operating budget in the execution of ODE's mission to serve as the leading authority and primary resource to NGA leadership and employees on Diversity & Inclusion (D&I), Reasonable Accommodation (RA), and Equal Employment Opportunity (EEO). In particular, the incumbent oversees the agency's end-to-end RA Program by composing, maintaining, and implementing RA policies and procedures. This includes the providing advice and assistance to senior leadership related to the RA and Personal Assistive Services (PAS) programs, the oversight of the Agency's final decision-making process on all requests for reconsideration of any denial of a requested RA, and serving as the Executive-level decision authority for final resolution of RA decisions. The incumbent adheres to and promulgates NGA's mission, vision and core values.
Additional key responsibilities include:
* Chair of the NGA Accessibility Council - an entity charged with develop a corporate approach to ensure full accessibility for disabled employees across the Agency.
* Working with D/ODE and key agency partners, help ensure that the NGA EEO program is compliant with legally-mandated timelines and procedures for the processing of EEO cases.
* Assisting agency stakeholders to develop D&I implementation plans aligned to three key dimensions: workforce, commitment, and organization.
* Working with peers across the Agency to ensure that NGA D&I, EEO, and RA programs are recognized as model programs by the Equal Employment Opportunity Commission (EEOC).
* Developing relationships with IC, DoD, and other Federal Government agencies in order to share ideas, challenges, and solutions. Enhancing these relationships creates new opportunities to enrich NGA's EEO, RA, D&I programs.
* Managing resources to produce mandatory reports required by the EEOC, Office of the Director of National Intelligence (ODNI) and the Department of Defense (DoD).
Security Clearance and Access Level: This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance.
Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit a majority of service or rotational assignments that were at least at the GS/GG-11 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001.
Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment or provide proof of Joint Duty qualifying experience.
Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the following Office of Personnel Management (OPM) Executive Core Qualifications (ECQs), the Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standard, and the Technical Qualifications.
