The CTO is a senior leader position and serves as the senior advisor to the CIO and NOAA executive management. The CTO is responsible for designing and recommending the appropriate technology solutions to support the policies and directives issued by the CIO. The CTO establishes a vision and plan for how the agency can leverage new technology to attain the organizations goals, and charts a path to achieve the agency’s strategic objectives through the effective use of technology. The CTO will:
1. Direct and execute technology research and development projects to identify, access, and investigate high-risk, high-return technologies possessing potential application for performance of information technology in support of mission accomplishments, based on appropriate measures to determine if they should be continued, modified, or terminated.
2. Ensure compliance with Federal Enterprise Architecture (EA) principles and guidance. Be responsible for all information technology architecture deliverables. Assess the current technologies/architectures in use and develop strategies and implementation plans on transitioning the systems portfolio to meet the EA targets. Provide oversight and leadership in the transition from the "As Is" to the 'To Be" architecture.
3. Determine feasibility and impact of project proposals, application and database designs, and package implementations with respect to systems architecture and strategy. Recommend continuation or termination of projects under development at key milestones or when they fail to meet performance, cost, or schedule criteria.
4. Support reengineering through alignment of the business architecture and business operations through enterprise transition planning.
5. Provide expert, high-level technical advice and counsel to the CIO, executives, stakeholders, and users on matters that affect or relate to current and existing IT functions and programs. Serve as a technical strategy advisor on projects requiring high-level strategy alignment, technical vision, management evaluation and oversight. Create optimal strategies for applying and optimizing technology; establishing new technology objectives in line with agency objectives; and articulating business advantages of technology development.
6. Evaluate industry best practices and apply them as appropriate. Apprise executives of information technology trends and emerging technologies.
7. Develop written EA policies and procedures for acquisition, development and implementation of new systems and modification of existing systems in support of the agency's enterprise architecture. Interpret and translate Federal laws, regulations, policies, and guidance to address agency-specific needs.
8. Implement and manage governance processes to ensure compliance with EA policies, procedures and plans.
9. Serve as the NOAA representative to the Department of Commerce and other federal agencies on information technology matters.

PTQ 2 - Expert knowledge of and demonstrated experience in fueling an innovative culture that drives value through governance, strategic and operational information technology planning and methodologies for translating business needs into actionable plans that incorporate the collective people, process, and technology changes necessary for successful technology adoption within the business and/or IT organization.
PTQ 3 - Demonstrated expert knowledge and ability to interpret and translate the laws and regulations addressing information technology management and security. Expert knowledge of principles, methods, and techniques used in research analysis of the design, development, deployment, and management of technology platforms, infrastructure, and software in mobile and hybrid cloud-computing environments.
