The Associate Chief Counsel, Income Tax and Accounting (ITA) employs approximately 95 attorneys who work in our national office in Washington, D.C. These attorneys provide legal advice, litigation services, and litigation support on tax matters involving specialty areas of tax law related to tax accounting and individual income taxation including the recognition and timing of income and deductions by individuals and corporations, sales and exchanges, capital gains and losses, accounting methods and periods, installment sales, long term contracts inventories and alternative minimum tax.

GS-11 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Developing detailed plans and goals for the implementation and administration of programs; analyzing and evaluating (on a quantitative and qualitative basis) the effectiveness in meeting established goals and implementing and maintaining control systems for information/management tracking updates; and serving as the principal point of contact for automated systems such as Counsel Automated Systems Environment (CASE), and serving as the coordinator for various counsel systems such as TR, TL-CATS, and TECHMIS.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Minimum Qualifications:
