This position serves as a Supervisory Electronics Engineer within the Portfolio Management & Technology Development Office, Engineering Development Services Division, ANG-C3, Navigation Branch, ANG-C32. NextGen is a comprehensive initiative that integrates new and existing technologies, policies and procedures to reduce delays, and save fuel and lower aircraft exhaust emissions to deliver a better air travel experience. NextGen is supported by executive-level processes for ensuring commitment, accountability, and timely delivery of system improvements.
Serves as the supervisor of the Navigation Branch. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.
Manages multiple, complex, and challenging cross- research and development projects related to FAA Navigation initiatives. These projects currently include Ground Based Augmentation System (GBAS), Alternate Position Navigation Timing (APNT), and Surface Trajectory Based Operations (STBO).
For the projects identified above, participates in research, development, experiment design and integration, and has direct responsibility for project execution. Identifies and resolves complex problems or issues which often cross organizational boundaries and can impact the accomplishment of the FAA's strategic objectives.
Is responsible for predicting potential issues and proposing recommendations for preventive actions. Participates at meetings and conferences with other FAA officials, officials from other agencies, manufacturers, non-government aviation user organizations and standards groups, and international policy and standards groups for the purpose of discussing results and to assist in the planning of programs. Serves as a Subject Matter Expert (SME) in these activities. Prepares briefings for all levels of management on status/progress of the research and development work.
In addition, as a technical manager, is responsible for: (1) reviewing GBAS, APNT, and STBO research plans and reports as needed to ensure quality products and services; (2) providing mentoring and guidance regarding technical assignments; (3) tracking branch resources, including estimating and tracking travel and training requirements; and (4) completing action items in order to report technical, financial and branch resources to upper level management.
Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines.
Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.
Work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and often the FAA.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
