In 2020, the USGS established the Eastern Ecological Science Center (EESC), a multi-location science center that includes major facilities in Maryland, Massachusetts, and West Virginia. The EESC is a combine of the former USGS Patuxent Wildlife Research Center and Leetown Science Center. The science center is responsible for implementing research and monitoring that improve the Department of Interior's understanding and management of the nation's natural resources. The center's research program includes approximately 150 scientific and science support personnel distributed across all three site locations and employees in other locations. A reorganization of the combined center's science capabilities resulted in the establishment of four Science Capability Teams described below, and for which each a manager is being recruited through this vacancy announcement.
Responsibilities of the Capability Team Manager include many aspects of leading and managing people, maintaining cutting-edge science aligned with partner needs, implementing the center's science direction and operations, and budgets. The selectee(s) will lead, manage, and supervise 20-40 scientists within the assigned Capability Team and is responsible for oversight of the associated science programs. The Capability Team Manager provides leadership and strategic guidance to support the Center Director's Office for achieving strong alignment science programs, effective operations and business practices, and improve overall productivity, efficiencies, and quality of the center's work.
Key Requirements:
BASIC EDUCATION REQUIREMENT for Biologist, GS-0401: Applicants must meet A or B below to satisfy the basic education requirement for Biologist, all grade levels.
A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.
BASIC EDUCATION REQUIREMENT for Statistician, GS-1530: Applicants must meet A or B below to satisfy the basic education requirement for Statistician, all grade levels.
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirement should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
B. Combination of education and experience-course work as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition to the basic education requirement stated above, applicants must meet the following to qualify for the GS-14 level:
One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-13 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.
Examples of such experience may include: supervising a team of natural resource scientists and/or managers focused on the conservation of fish and wildlife resources that encompasses a State or a region of several states involving all aspects of program planning and execution whose activities directly and significantly impact a wide range of organization activities or the work of other organizations.
