This position serves as the Subject Matter Expert for the Office of Airports (ARP), Southwest Region on all aspects of ARP’s financial assistance programs, consisting of the Airports Capital Improvement Plan (ACIP), Airport Improvement Program (AIP), and Passenger Facility Charge (PFC) Program. Also serves as the region’s senior specialist for the System of Airports Reporting (SOAR) database used to manage these programs. The Airports Financial Program Manager provides overall guidance and direction to the Managers and Program Managers in the Airports District Offices (ADOs). Interprets legislation, regulations, orders, and national policies, procedures and other guidance pertaining to the ACIP, AIP and PFC programs in providing consultation and guidance to the ADOs, government agencies, consultants, aviation industry representatives, and the public. Establishes regional policy pertaining to the ACIP, AIP and PFC programs. Provides oversight and guidance to the ADOs in developing the region’s annual ACIP, including assigning planning ceilings, conducting reviews, and providing feedback. Manages the distribution of AIP discretionary funds to the ADOs to ensure the funding of the highest priority projects on the region’s ACIP. Assists the ADOs, public agencies, and consultants in interpreting legislation, regulations, and national and regional policy regarding AIP program and/or PFC program eligibility of airport planning, development and land acquisition projects. Provides consultation and guidance to ADOs on AIP grant management activities relating to grant obligations, procurement, contract requirements, sponsor certification, project formulation, project application, project accomplishment, grant offer, grant agreement, amendments, payments, civil rights requirements and audits. Oversees the region’s PFC program, including the processing of PFC applications, notices of intent and amendments; the monitoring of PFC collections, disbursements and project implementation, and the closeout of PFC applications and notices of intent. Reviews and provides input to the ADOs on PFC applications, notices of intent and amendments. Prepares the Final Agency Decision on PFC applications for small, medium and large hub airports. Provides training and assistance to ADO and Regional personnel on ARP’s financial assistance programs and the SOAR database as needed or requested. Represents ARP Southwest Region on matters pertaining to ARP’s financial assistance programs at meetings and conferences. Participates in or leads national teams to review current policy and guidance. Makes recommendations for changes to national policy. Briefs ARP Southwest Region management on AIP and PFC program status and significant issues on a regular basis. Reports on the status of meeting ARP Southwest Region and national goals and objectives of the AIP and PFC programs on a quarterly basis or as otherwise requested.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to: Using Airport Capital Improvement Plans and programming airport planning and development projects for federal funding; Reviewing and fulfilling AIP Grant applications; Reviewing and modifying PFC applications, notices of intent and amendments in accordance with FAA AMS; Preparing and presenting briefings and reports for FAA management, other high level government officials, congressional staff and the public; and knowledge of AIP and PFC statutes, regulations and policy sufficient to interpret and apply them in day to day work activities.
