As an Air Traffic Control Specialist, he/she applies comprehensive knowledge of air traffic control procedures and operations as well as Federal Aviation Administration (FAA) programs, regulations, and missions to analyze and evaluate facility operations and processes to identify system implementation issues that support air traffic control systems and operations. Provides regional expertise as an Executive Technical Representative (ETR) on a wide range of highly complex issues to the operational workforce and Central, Eastern or Western Service Area Directors. He/she performs a variety of functions related to multiple support activities including training, quality assurance, traffic management, airspace and procedures, plans and programs, and other facility program areas. He/she guides facility managers through processes to resolve labor management concerns regarding changes in facility operations, technology and procedures. This work contributes directly to the accomplishment of air traffic and other FAA objectives and the efficiency and effectiveness of air traffic operations.
As an authority on air traffic operations and procedures, he/she identifies and assesses significant operational problems and concerns related to labor issues in Air Traffic Services (ATS), serving as a consultant performing critical liaison functions at the regional/service area level between the ATO Service Units, Human Resources, Civil Rights, General Counsel, Medical and Security Divisions, and bargaining unit representatives. Ensures consistent application of appropriate labor relations policy by maintaining continuous coordination with the appropriate field AHR Office, the Technical Labor Support Group and with peers in the other Service Areas. Applies the principles of program/project management to identify and develop Collective Bargaining Agreement implementation guidance for ATO facilities and Service Areas on processes related to air traffic working conditions. Recommends and formulates solutions and approaches that support the strategic plan and goals of the ATO and the FAA. Applies comprehensive knowledge of the interrelationships and functional responsibilities of the ATO to develop a strategy for collaboration and negotiation with national labor unions in the ATO.
The ETR applies experience leading Bargaining Unit Employees in a National Airspace System (NAS) operational environment to provide senior managers with recommendations regarding sensitive employment and labor relations decisions. He/she applies knowledge of 5 U.S.C. Chapter 71 of the Federal Labor Relations Statute to interpret ATO technical contract issues. Uses knowledge of facility operations to advise senior management with regards to Federal Equal Employment Opportunity and Accountability Board cases. He/she applies knowledge of the Alternative Dispute Resolution process to serve as the Central, Eastern or Western Service Area representative in settlement discussions. He/she coordinates with AHR prior to entering into settlement agreements concerning grievances, discipline, Unfair Labor complaints, Merit Systems Protection Board (MSPB), Guaranteed Fair Treatment (GFT) and Arbitrations. Using experience identifying the operational impact(s) in the interpretations of Collective Bargaining Agreements, he/she evaluates the impact on ATS programs, systems, equipment and facilities. Coordinates with Human Resources, Civil Rights and the General Counsel prior to recommending approval of settlement agreements.
Contacts are internal and external. Often represents AJG and the ATO as a principal point of contact to provide advice and guidance on the interpretation and application of internal ATO policies and procedures.
