Office of Housing and Community Investment (OHCI)The Division of Housing Mission and Goals' (DHMG) Office of Housing and Community Investment provides effective oversight for the affordable housing activities of Fannie Mae, Freddie Mac and the Federal Home Loan Bank. The Office develops regulations for and oversees implementation of affordable housing goals and duty to serve requirements for Fannie Mae and Freddie Mac, as well as affordable housing goals and the Affordable Housing Program, Community Investment Program, and Community Investment Cash Advances program of the 11 Federal Home Loan Banks. The incumbents report to the Associate Director and manage Policy Analysts.
Duty to Serve (DTS) Branch
The Supervisory Policy Analyst, Office of Housing and Community Investment (OHCI), leads the team that supervises Fannie Mae and Freddie Mac's (the Enterprises) Duty to Serve (DTS) requirements, analyzing developments in the three DTS underserved markets - Manufactured Housing, Rural Housing, and Affordable Housing Preservation - monitoring the mortgage finance related activities of Fannie Mae and Freddie Mac and evaluating their impact on those underserved markets

The Supervisory Policy Analyst, Office of Housing and Community Investment (OHCI), will lead the team that supervises the affordable housing and community development programs of the eleven Federal Home Loan Banks (FHLBanks), analyzing developments and setting policy in the affordable rental and homeownership markets and monitoring the FHLBanks activities and evaluating their impact on those underserved markets. The Incumbent will lead the team in assessing and monitoring the FHLBanks' affordable programs performance and in developing work products (proposed and final regulations, reports, memos, power points and white papers) that inform and help formulate the agency's policy positions on various affordable housing issues.
Duties: The incumbents selected will perform the following:
Leads the team in assessing and monitoring the Enterprises' Duty to Serve performance and in developing work products (proposed and final regulations, reports, memos, power points and white papers) that inform and help formulate the agency's policy positions on Duty to Serve and various affordable housing issues.
Works collaboratively with other members of the OHCI team and other FHFA teams in identifying and specifying the kind of analysis that will be required/most appropriate for a particular issue, and oversees development of and presents analysis and findings on highly complex and technical issues to technical and non-technical audiences. Leads team's extensive inquiry, including data driven analysis into a wide variety of significant issues, problems, or proposals.
Coordinates the work of the office with other organizational elements. Reviews and recommends ways to institute business process improvement methods, organizational features, structuring of positions, and identifies measures to improve production or increase the quality of work produced. Implements prescribed internal controls to eliminate or minimize the potential for fraud, waste, abuse, mismanagement, and inefficiency.
Serves as a subject matter expert to executive-level management in the area of housing mission. Speaks to groups on behalf of FHFA, where appropriate. Establishes and maintains professional contacts outside FHFA and represents the agency at meetings with the Enterprises, other government agencies, external researchers, and professional organizations.
Manages and prepares policy and issue papers, research papers, briefings, reports, and memos for the office and agency directors, senior staff, and other external audiences. Monitors and keeps abreast of developments in the regulation of financial institutions and the mortgage industry to remain current in these areas of expertise through participation in meetings, seminars, and conferences.
Develops the work program for the branch and ensures it is consistent with the priorities of FHFA's strategic plan and annual performance plan. Responsible for performance of the work unit pursuant to the annual work program.
Plans, directs, and reviews the work of policy analysts and support staff. Develops performance standards and evaluates performance of subordinates against those standards. Recommends and provides the supporting documentation regarding training opportunities, promotions, reassignments, and performance recognition. Effects or recommends disciplinary measures. Provides advice, counsel, and instruction to subordinates for both technical and administrative matters.
