The United States Election Assistance Commission (EAC) was established by the Help America Vote Act of 2002 (HAVA). The EAC has (4) commissioners, appointed by the president and confirmed by the U.S. Senate, who are responsible for setting policy and ensuring the mission of the EAC is carried out. The agency is charged with developing guidance to meet HAVA requirements, adopting voluntary voting system guidelines, accrediting testing laboratories, certifying voting systems, maintaining the national mail voter registration form, distributing HAVA grants to the 50 U.S. states and territories, and serving as a national clearinghouse of information about election administration.
