This is a new National Guard Title 5 Excepted Service Financial Clerical and Technician Program Series GS-0503 qualification standard. It covers one-grade interval work that involves performing or supervising financial clerical or financial technician work in support of accounting, auditing, budgeting, or financial management functions when no other established series in the Accounting and Budget Group, GS-500, is appropriate. The work requires a knowledge of the procedures and techniques involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines. Employees in this series perform clerical and technician work in support of accounting, budget, financial management, or fiscal operations not readily classified to another more specific series, or that includes a combination of work classifiable to two or more series in the GS-500 group. The financial clerical work involves compiling figures, maintaining records, compiling reports, or performing other procedural work which represents the transactions or business of an organization. The Financial Technician work involves various kinds of duties which require applying a practical knowledge of regulations and precedent cases. Financial technicians apply specific procedures and established methods. Some finance program technicians may perform specialized non-administrative work in preparing data for automated financial systems or may support professionals by writing synopses of audits or financial reports or deciding entitlements against definitive criteria. Due to the current DoD certification requirements for Title 5 Excepted Service GS-0503 employees, this qualification standard identifies and discusses the National Guard GS-0503 positions' GS grades and certification requirements. The GS-0503 positions are located in various Army and Air National Guard locations, identified as JFHQ-State U.S. Property and Fiscal Office (USP&FO) and the ANG Wing Comptroller Finance Offices. The required competencies (skills, knowledge, abilities, and behaviors) required to perform the Series GS-0503 finance duties were identified through a job analysis of each specified GS-0503 position description. The qualification requirements include competencies in resilience, teamwork, attention to details, creative thinking, integrity, honesty, and positive customer service skills.
To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.
The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.
Financial Management Certification Primary Financial Administration Track. The Title 5 Excepted Service GS-0503 employee selects a subject, such as accounting, auditing, budget, finance, payroll (military or civilian), or commercial pay, when initially entering the financial management certification program.
? If the employee enters the position and the position's certification program is identified as Certification Level ONE, the primary track is the subject that the employee selects for the "Fundamentals and Operations of Finance.
? If the employee enters the position and the position's certification program is identified as Certification Level TWO, the primary track is the subject that he or she selects for the "Concepts, Policies and Principles of Finance.
? The GS-0503 position or the military occupational specialty and the "Concepts, Policies, and Principles of the Alternate Track" must be different from the primary track.
Financial Management Certification Level One.
The position's level of work requires a basic understanding of theoretical financial management knowledge, which is generally acquired through technical training schools and/or experience. Work involves standard, repetitive tasks and activities with established procedures and guidance or the application of conventional practices to treat a variety of problems in financial management.
Financial Management Certification Level Two.
The position's level of work requires the application of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, and leadership abilities of high-potential personnel.
FINANCIAL MANAGEMENT CERTIFICATION CAREER LEVELS
? The financial management certification requirements will vary for the GS-0503 positions dependent on the employees' grades and the complexity of the positions' financial management supervisory and non-supervisory business programs.
? The GS-0503 dual status technician employees are not retained in their positions if they fail to complete their positions' higher financial management certifications, as determined by the position descriptions' GS-grades.
