H- Band: The H pay band is considered developmental and requires less responsibility and more supervision.
The incumbent develops and implements independent and interdependent tools and studies within a team environment, using established analytical techniques to resolve issues; identifies problems and evaluates effectiveness of AIR programs; analyzes and evaluates operational and technical information; identifies current or potential problems with systems; coordinates with managers, supervisors, team leads or contractor representatives to identify alternatives; reports to supervisor about potential problems, possible alternatives, and recommended solutions. Performs a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams.
Participates in some phases of the procurement cycle by preparing preliminary software specifications, drawings, valuations, and similar documents for the development and/or procurement of various systems; reviewing contractor proposals for adequacy of design, and for operation, maintenance, and implementation procedures; conducting feasibility, cost-benefit, redundancy, and other studies as necessary to ensure technical and fiscal adequacy; and submitting evaluations and recommendations to supervisor for consideration. Participates in systems tests and evaluation work performed by contractors and/or team members. Prepares oral and written responses to routine inquiries.
The incumbent is responsible for identifying and assessing issues which impact AIR programs. The incumbent is required to identify, select, and apply a variety of established IT/IM concepts from well-documented and task-specific precedent files. Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Demonstrates some independence in planning time and using assigned resources to accomplish assignments and small projects. Senior computer scientists or subject matter experts are available to provide on-the-spot assistance and to resolve unprecedented situations.
The incumbent is directly supervised and assigned specific projects/programs in terms of clear and specific objectives. Guidelines include organizational policies, precedents, requirements, orders, short- and long-term planning documents; professional, scientific, technical, and academic texts, publications, manuals, and presentations; local, state, and Federal laws and regulations; and contracts and contractor proposals. Resolve issues based on professional experience and training, referring issues which depart from established concepts, theories, and principles to the supervisor for resolution. The incumbent is expected to perform work independently of the supervisor except when addressing issues which depart from established instructions. Frequently refers difficult problems and work issues to a manager, program/project manager, team leader, or more experienced technical specialist when guidelines are not available or applicable. Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity.

Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to the basic requirements above, to qualify for the FV-H band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G / FG/GS-5-9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
