Directs the work of the Facility Security Team staff that includes the Facility Security Risk Management (FSRM) Program. As the manager of Facility Security Team, he/she is responsible for setting priorities, communicating organization’s vision and objections, strategic planning; as well as, monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. He/she assigning tasks and responsibilities and organizes work schedules based on the rate and volume of work and monitors tasks and projects to ensure deadlines are met or adjusted appropriately.
Ensures comprehensive evaluations of programs, facilities, plans and design specifications and contracts to determine security posture. Ensures written analysis of assessments and coordinates corrective actions as required to eliminate threats to security. Ensures design and implementation of security risk mitigation plans for operations, programs and facilities to reduce vulnerability to risk to the agency's critical infrastructure. Ensures trends and deficiencies are acted on based on information collected from all investigative reports, surveys and inspections.
Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of AJW and the ATO. Manages and identifies budgetary and staffing requirements for the program. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines.
Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions. Oversees technical teams in the development and coordination of long-range (5-25 years) facilities security planning of all types of facilities within the FAA and advances the state-of-the-art in infrastructure sustainment and security research making more efficient use of all resources.
Oversees a number of CORs as they work the three major contracts including the National Security Officer Services, the Security System Design and Integration and the Corrective Maintenance Contract. Manages the development of business cases to justify funding in support of Facility Security Risk Management programs.
Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic objectives of the AJW and ATO.
To qualify for this position at the FV-K (FG/GS-15) pay band level, all applicants must demonstrate one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade level which is (FG/GS-14) or pay band level (FV-J) in the Federal service. SPECIALIZED EXPERIENCE is defined as experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, SPECIALIZED EXPERIENCE must have been at least equivalent to the FG/GS-14 grade or FV-J pay band level for the FV-K pay band level in the normal line of progression for the occupation in the organization.
Examples of SPECIALIZED EXPERIENCE for this position include, but are not limited to:
Knowledge and experience in Program Management including the acquisition and management of national contracts.
