BASIC REQUIREMENTS (GRADES 5 THROUGH 12): You must have a 4-year course of study leading to a Bachelor's in any field of study from an accredited college or university. OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on or after January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
In addition to the above, you must meet the requirements described below:
GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:. In-depth knowledge of a wide range of procurement methods and practices including special/unusual provisions; Thorough knowledge of the laws and regulations governing acquisition procedures, business practices, mathematics, small businesses, labor-surplus areas and minority business services; Knowledge of fraudulent procurement practices used by contractors responsible for the negotiation, award and administration of varied and complex requirements involving overall planning and coordinating activities; and Knowledge of and ability to evaluate price and cost as it relates to travel, direct labor, overhead, transportation, and indirect cost and to gather, assemble and analyze information to draw logical conclusions about price/cost information.
-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
