For the GS-14 level: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes, but is not limited to skills in applying comprehensive knowledge of:
IT Systems security certification and accreditation requirements and processes (e.g, CCSP and CISSP)
Federal information systems security protocols;
IT systems security principles, concepts, and methods; and the Federal IT security hierarchy.
Federal MSBP policies promulgated by law, OMB, NIST, and GSA;
MSPB's policies and standards relating to information technology; and knowledge of the mission and functions of the major entities within MSPB; interrelationships of multiple IT specialties;
the agency's IT architecture; emerging technologies and their applications to MSPB business processes; IT security concepts, standards, and methods;
project and contract management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments;
In-depth knowledge and demonstrated success leading a cybersecurity enterprise while abiding by pertinent federal laws, regulations, policies, and guidance.
Understanding of computer operating systems, enterprise applications, and networking; understanding of key principles of information protection; knowledge of data security, encryption, firewalls, network and cloud security technologies and processes.
Working knowledge of TCP/IP communications protocols and standards.
Proficiency with network security tools such as Wireshark and working knowledge on maintaining firewalls, intrusion detection, web and email security.
For the GS-15 level: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience includes, but is not limited to the Mastery of and skill in applying comprehensive knowledge of:
IT Systems security certification and accreditation requirements and processes(e.g, CCSP and CISSP)
Federal information systems security protocols;
IT systems security principles, concepts, and methods; and the Federal IT security hierarchy.
Principles, concepts, laws, and regulations of information technology management in order to serve as an expert and consultant to top agency management officials and to advise other IT experts throughout the Agencies
Expert knowledge and skills to perform the duties of this position, including experience providing a wide range of enterprise-level IT services that support the use of IT for an agency with regional and field offices across the United States.
Providing expert technical advice and guidance to senior leadership on the appropriate application of technology to meet current and future mission requirements.
Demonstrated ability to determine applicable, cost-effective enhancements or changes to major information systems.
Ensuring the development of cybersecurity and information security solutions that effectively and efficiently meet the needs of the agency for its existing IT infrastructure, and new technologies and modernization efforts.
High degree of skill in written and oral communications reflecting the ability to explain intricate and complex ideas, concepts, and plans to engage non-technical staff, supervisors, and senior leaders using a variety of media and platforms.
Knowledge of and experience applying the theories, principles, and techniques pertaining to computer security, cloud platforms and the Federal cybersecurity laws, regulations, and policies for the secure management of information systems.
Preparing and managing the cybersecurity budget, including the procurement of technology to meet an agency's needs and managing the full-system development life-cycle.
Efficiently and effectively supervising and managing an IT staff.
