This position is located with the Incident Management Team (IMT). The mission is to effectively and efficiently manage the deployed resources in the field and to coordinate the activities of those resources to ensure successful completion of assigned missions. The IMT is activated when federal health service/missions are assigned in support of federal, state, local, territorial, and tribal requests for support during potential or actual natural or man-made emergencies, incidents, or National Special Security Events (NSSE). The IMT is scalable and may be tailored to meet the needs of the disasters, emergencies, incidents, or events. The IMT can respond with a short activation notice, deploy in support of response operations by rapidly establishing operating capability and assume control over public health and medical resources activated.
- Represents Assistant Secretary for Preparedness and Response (ASPR)/Emergency Support Function # 8 (ESF#8) at State Local Territories and Tribes (SLTT) Emergency Operation Center's (EOC); supports Public Health and Medical (PH&M) situational awareness, needs assessment, planning, resource coordination and related information requirements based on the nature of emergency at hand.
- Assists SLTT in developing ESF#8 requirements for deployment of proper Federal resources to meet the needs of a jurisdiction requesting Federal assistance; drafting scopes of work and cost estimates for mission assignments during Stafford Act declarations; and collecting, analyzing, and sharing relevant operational information to assist in forecasting anticipated resource requirements.
- Assists with PH&M assessment and needs generations, validation, prioritization, and Mission Assignments (MA) processes in close collaboration with FEMA, federal ESF leads, and SLTT PH&M authorities, as appropriated.
- Strong ability to build relationships, establish communication channels and conduct liaison activities with SLTT EOC's and PH&M agencies.
- Facilitates situational awareness and exchange of information in multidirectional avenues to help promote a common operating picture (COP) and a unified response plan.
- Participates in the after-action reporting process of teams and the development of after-action reports including critical evaluation of field operations, team performance, operating policies, and treatment techniques, and ensures findings are addressed in operational plans.
