As a Chief of Staff, you will work under the direction of the Deputy Regional Commissioner as liaison to PBS.
Location of position: Public Buildings Service, Office of the Regional Commissioner, in Fort Worth, TX.

Provide authoritative administrative advice, guidance, and assistance to the Regional Commissioner, Deputy Regional Commissioner and Senior Leadership Team. Provide assistance and makes recommendations for major management initiatives. Facilitate high level administrative activities of a critical, controversial and/or confidential nature.
Oversee various human resources, audit, emergency management, management control, communications, information technology, and budget, elected official, high-level stakeholder and Freedom of Information Act (FOIA) responses, executive briefings, and other technical and mission-related matters. Evaluate organizational effectiveness and structure including workload and staffing analyses, communication flow, employee morale, productivity and working relationships, and recommends appropriate changes in organizational structure, functions and/or delegation of authority for PBS administrative functions. Oversee the execution of complex staffing/personnel changes. Coordinate staffing justifications based on workload and office needs.
Provide leadership and guidance in the conduct of special long and short range management studies or projects of major concern. Assist other offices and officials in developing position and executive fact sheets, decision papers, regional responses and statements for use by the Regional Commissioner.

The GS-14 salary range starts at $116,203 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience providing advice and assistance on major management matters of a critical, controversial, and/or confidential nature. This experience should include experience reviewing programs and processes to determine whether changes in policies, procedures, or organizational structures are desirable and effective; and, collaborating with top officials to obtain agreement with proposed initiatives, policy changes and activities designed to improve the quality of program areas related to engineering, security, cost estimating, project delivery, project information/data analysis and program support.

Mastery knowledge of the principles and theories of advanced management techniques in order to apply new developments to a variety of management and administrative problems not susceptible to treatment by standard methods in order to make recommendations that have an impact on all operations of the agency.
Ability to communicate orally in order to establish and maintain effective working relationships.
Expert knowledge of GSA/PBS programs and pertinent issues in designated PBS program areas, in order to make recommendations that may change policies or improve operations of PBS.
Maintains a detailed understanding and knowledge of the operations of the Public Buildings Service and regional operations as related to various GSA programs and initiatives.
High level knowledge of the Regional Commissioner views, priorities, commitments, and practices in order to carry out high level budget program operations and to make presentations and recommendations regarding highly technical and/or complex program activities.
Comprehensive knowledge of current policies and problems in order to recommend possible solutions or alternative actions to the Regional Commissioner.
Skill in communicating both orally and in writing in order to obtain compliance with policies from GSA’s nationwide PBS community and top agency management of both GSA and other Federal agencies.
