The DC/NM SPS is engaged in administrative nursing practice characterized by both increased complexity of clinical decision-making and enhanced skill in nursing management. S/he assures that the practice of SPS are consistent with VA Standards, such as, VA Directives, VISN 5 policies and directives, ISHUMM, International Association of Healthcare Central Service Material Management, AORN, Association of Operating Room Nurses, and AAMI, Association for the Advancement of Medical Instrumentation Standards and Recommendations.
Requirements and VHA Directive 2009-004 Use and Reprocessing of Reusable Medical Equipment RME. He/she provides leadership in the day-to-day operations of, Sterile Processing Services and is responsible for strategic planning, management, implementation and evaluation of the ISPS program. S/he establishes the framework for the operation and organizational structure for SPS.
The DC SPS is responsible for ensuring that the SPS program, its' practices/services are consistent throughout the VAMHCS. This involves providing oversight, guidance and direction for all VAMHCS clinicians related to SPS processing of RME at the PP and BT sites. S/he must maintain an in depth, state of the art knowledge of current standards related to supply, processing, and decontamination in order to develop a staff education plan, develop appropriate policies and implement appropriate practices. This involves current knowledge of VA regulations and performance measures in addition to external standards such as Association of Peri-Operative Registered Nurse (AORN), JC and CDC. The incumbent will be responsible for providing training for new and current employees, conducting regular in-service training. The Director (Chief)/Nurse Manager Sterile Processing Services assesses educational requirements and competency needs of the SPS staff and implements an education plan to meet these needs. This includes assessing, monitoring, developing and assisting with implementing corrective action plans for instrument and reusable medical equipment processing, decontamination,sterilization, biological monitoring, and high level disinfecting monitoring. S/he is also responsible for planning, directing and coordinating the complexities of a total processing and supply support service. In addition, s/he collaborates with clinical experts in, Infection Control and the Nurse Manager of the Operating Room (OR) as related to the supply, processing and decontamination process.
The DC/NM SPS collaborates with all nursing, clinical and administrative disciplines to ensure that SPS practice is consistent with nationally recognized professional standards, statutes, regulations and current research findings. The DC/NM SPS works with all direct and indirect care providers across the VAMHCS to improve the quality and effectiveness of the organization's overall SPS programs. The incumbent provides leadership in the facilitation of organizational performance improvement within VAMHCS Sterile Processing Services.
The incumbent promotes CDC, OSHA and JC recommendations. The incumbent assures SPS staff meet the JC Infection Control Standards for Hospitals and Ambulatory Care. The incumbent assesses the VAMHCS SPS Program through surveillance activities, using statistical methods, and a systematic approach to monitor the cost-effectiveness of SPS supplies and procedures. The DC/NM SPS will be directly involved with VAMHCS being compliant with governmental and non-governmental agencies including Office of Inspector General, Office of Medical Inspector and VHA/VISN 5 mandates.
The DC/NM SPS is the vehicle for interpretation and articulation of national VHA policies and directives to the local and VAMHCS level for implementation. H/she is responsible for the SPS annual budget by projecting the medical care appropriation needs (including equipment, medical supplies, and other categories of commodities). This involves thorough knowledge of budget principles, procedures and practices required to plan, execute and reconcile a service level budget. In addition, the DC/NM, SPS provides the total financial management, oversight and control of the VAMHCS SPS assigned funds. The Director (Chief)/Nurse Manager, SPS oversees two sites located 50 miles apart which perform three different major operations including decontamination, packaging, preparation and ordering instrumentation supplies. S/he also has responsibility for supplies considered accessories to RME and instruments in collaboration with Logistics.
