The Chief Information Officer (CIO) shall serve as principal advisor to the Deputy Under Secretary and Under Secretary for Industry and Security on information resources and information systems management, leading and directing the Bureau of Industry and Security’s (BIS) information technology (IT) program, and delivering “Cross-Bureau” business value by establishing common enterprise IT services. As CIO, the incumbent is responsible for providing executive leadership and overall direction to BIS IT systems and support functions. This includes the programs of helpdesk support service, system investments and security, licensing and export support systems, software and system development, maintenance and enhancements. The incumbent directs these programs through subordinate offices, reviews and evaluates the adequacy and effectiveness of these programs, and is accountable to the Under Secretary and Deputy Under Secretary for the level of services provided. The incumbent ensures these programs are effective and in compliance with Bureau and Department IT policies and internal controls, and the Federal Information Security Management Act. Specifically, the CIO shall:
Direct the execution of current policies and procedures for IT systems and support services but determines the appropriate policies necessary for all new IT system and security initiatives and mandates issued by the Department of Commerce (DOC), the Office of Management and Budget, and the Department of Homeland Security.
Direct IT activities to ensure the appropriateness of system design, development, deployment and security functions associated with the export licensing, enforcement and support systems, IT network and the inventory of software and hardware.
Direct, coordinate, manage, and monitor the corporate IT budget, all corporate IT resources, and operational enhancement programs and oversee the IT procurement process and administers an IT inventory management and replenishment program to assure efficient life cycle management. This includes the construction and review of various management reports and processes used to define, value, and track IT investments.
Manage the direction of BIS’ secondary data center, ensuring that the IT systems used for licensing application and enforcement remain operational, determines that the location, operational policies and procedures are in compliance, and directs the development of all contingency planning activities involving the data center.
Organize and direct IT security operations and serve as an executive partner with DOC and other organizations in governmental entity charged with cybersecurity responsibilities for Federal agencies, promoting efficiency in customer service by assuring strong cooperation and collaboration between all business units and the central IT organization to meet mission objectives.
Oversee performance metrics in support of the BIS and DOC IT goals and objectives as well as provides executive input to the development of all levels of BIS strategic planning, directing the development of project plans, risk registers and other performance management tools necessary to evaluate progress and make data driven decision on program changes and adjustments.
Ensure the implementation of various mandates and directives such as: the Federal Information Technology Acquisition Reform Act, the 25 Point Implementation Plan to Reform Federal Information Technology Management, the Clinger-Cohen Act, the Federal Information Technology Shared Services Strategy, and all other related guidelines, protocols, by-laws, directives, and regulations.
Serve as a key member of the BIS executive management team, participating in Bureau leadership and strategic planning activities as a principal advisor on IT, representing the BIS on the DOC CIO Council, the DOC IT Review Board, and domestically and internationally with other CIOs, organizations, professional groups, and peers as an expert on IT.
Work closely with BIS line and staff offices to identify and resolve system operation, software and hardware problems and provides direction on establishing a plan of action for executing system security initiatives and mandates and play a major role, as a senior advisor to the Under Secretary and Deputy Under Secretary, in the development of strategies to acquire and deploy IT systems operations and security.
Actively promote and stimulate thought on the innovative uses of technology and the exploration of new and promising technologies and methodologies to advance the innovative uses of technology to manage information resources in order to provide improved delivery of products and services and to foster innovative solutions that enhance organizational and enterprise performance.
