Duties typically include planning/communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking, recommending, or approving corrective/disciplinary action as appropriate. Manages budget and reallocates or requests additional resources. Is involved with critical aspects of budget planning. Justifies resource requirements and projects long-term and short-term needs. Serves as the System Support Center (SSC) Manager. Has full responsibility for overall administrative and technical direction of the assigned workforce consisting of Airway Transportation System Specialist (ATSS's) and support staff involved in providing NAS services to enroute/terminal air traffic control , commercial airlines, and general aviation aircraft for a defined area. Reports directly to a District Office Manager or GNAS/OEP Manager. Defines, acquires and allocates budget, staff and other resources necessary to accomplish the goals and/or objectives of the SSC. Participates in planning and executing organizational goals utilizing strategic planning and sound management principles in order to accomplish mission objectives. Contacts are primarily within the organizational unit/major subdivision with subordinates, peers and higher level managers to discuss the status of projects/programs and to share information.
QUALIFICATIONS: To qualify for this position at the J pay band, you must demonstrate in your application that you possess at least(52) weeks of specialized experience at the next lower level of pay band I/level IV or equivalent. Specialized experience is defined as experience in the FV-2101 occupation or in a related occupation, which equips the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower grade level in the normal line of progression for the occupation in the organization. Additionally, an extensive knowledge of and experience in technology, systems interrelationships, and management of civilian or military automated aviation navigation, and electronics systems is required, and candidates must show experience at the level of difficulty and responsibility appropriate to the position.

This position is covered by the Department of Transportation's Drug and Alcohol Testing Program. This position is temporary NTE 2 years and may be extended, terminated or become permanent without further competition at the discretion of management. If this position remains temporary, upon completion of this assignment, the selected employee shall return to his/her original permanent position or an equivalent position in the same commuting area.
Permanent employees who accept temporary assignments must be informed that the action is temporary and it is expected that the employee will return to the former permanent position of record.
Temporary Change of Station (TCS) is authorized for long-term assignments lasting 12-48 months to a temporary location. Employee must complete a minimum of 12 months of temporary assignment for a fixed rate TCS or may be responsible to pay back TCS.
TCS - Employees with status: A fixed relocation payment of $13,500 may be paid each way.
