Assignments may require knowledge and experience working across functional and/or organizational lines. Provides consultation services to managers and staff offices in the areas of recruitment and placement; collaborates with managers on recruitment options, hiring flexibilities and incentives; prepares vacancy announcements; rates and ranks application packages for various positions; adjudicates veteran’s preference; issues certificate of eligible applicants to managers; ensures legal appointment and assignment of selectees; and prepares and manages case files. Applies comprehensive knowledge of staffing principles, laws and regulations; interprets FAA policies and other regulatory guidance; utilizes high level knowledge and skill in the analysis and interpretation of governing laws, policies and HR principles and practices to effectively advise on and/or resolve operational problems which can range from recurring to more complex and unprecedented issues.
G Level:
Refers problems and work issues to more experienced HR Specialists or the Employment Services Manager when guidelines are not available or applicable.
Work is typically reviewed frequently during assignments and at completion to ensure timeliness, policy compliance and alignment with HR guidance, practices and procedures.
H Level:
Applies experience and advanced knowledge applicable to Employment Services projects/programs to plan and accomplish assignments. Trains and mentors lower band HR Specialists and Assistants; Assists senior HR Specialists in reviewing the work of others. Provides guidance to newly hired and less experienced HR Specialists in day-to-day operations; analyzes and recommends solutions to complex issues. Prepares and conducts briefings and presentations for management, employees and other external customers.
Works independently and is responsible for planning time and completing assigned tasks and workload. Resolves most problems and issues without the assistance of a senior HR Specialist or Manager. Work is reviewed at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.
I Level:
May serve as a contributing HR Specialist on large work activities for large projects/programs and work activities. Recommends and develops approaches to address complex issues; reviews the work of others. Communicates FAA's position on policies and procedures. Prepares and conducts briefings and presentations for management, employees and other external customers. Work is reviewed rarely, typically through status reports and at project completion.
