Serve as the Regional Migratory Bird Biologist and Permits Branch Chief on migratory bird and some eagle permits; directly supervise and provide oversight and direction to assigned staff of the Migratory Bird Permit Office; serve as the Regional representative for national coordination on migratory bird and some eagle permits; develop and implement laws, regulations, policy, and guidance as it relates to migratory birds and eagles; and review and evaluate requests for permit actions, including population impacts of take from the wild, for all migratory bird and eagle species across the highly varied environments of the Region.
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
GS-11:
--Knowledge of the theories, principles, concepts, and practices of non-game avian biology and habitat management, along with knowledge of related disciplines, such as conservation biology, soil science, botany, ecology, and hydrology sufficient to conduct assessments, collaborate with others, recommend management actions, and/or identify areas for further review.
--Knowledge of policies related to the conservation of migratory birds and their habitats sufficient to advise on a wide range of actions such as issuing and/or denying permits, determining species priorities, developing planning documents, and providing advice to staff and public and private cooperators/partners.
--Ability to communicate orally to inform peers and cooperators/partners, explain results, and present scientific papers and presentations at meetings or in training sessions.
--Ability to work on a team and to provide technical expertise and support to other staff biologists.
GS-12:
--Professional knowledge of migratory birds sufficient to prioritize, interpret, and categorize information on the status, distribution, trends, behavior, and habitat associations of these species.
--Knowledge of environmental regulation authorities and other regulations and policies relating to migratory bird management.
--Skill in establishing and maintaining effective relationships with a wide range of conservation and natural resource practitioners, decision-making officials, and others to ensure that program goals are met.
--Skills in oral and written communication with others for the purpose of effective negotiating, instructing, briefing and advising.
--Knowledge of the theories, principles, and practices of supervision and management to plan, organize, direct and evaluate activities, monitor cooperative agreements, and all partnership commitments, including evaluation methods.
