This position is located in the Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO), Enterprise Applications Development Division (EADD). The incumbent of this position must possess and utilize the technical credibility, insight, innovation, resilience, and decisiveness required to oversee and ensure the successful development, implementation, integration, deployment, management, and maintenance of the enterprise applications and web services OJP requires to deliver effective and outcome-driven services, capabilities, and programs to its stakeholders and customers on a national scale.
Provides technical expertise in identifying, evaluating, and developing effective and efficient solutions that meet business requirements, particularly related to OJP's Dynamic Case Management (DCM) platform built on Pegasystems Software as a Service (SaaS) cloud based architecture. Maintains relevant Pegasystems certifications such as Pega Certified Systems Architecture (PCSA), Pega Certified Senior Systems Architect (PCSSA), Pega Lead System Architect (PCLSA), or Pega Certified Business Architect (PCBA). Works closely with the Chief Technology Officer, Solution Architects, and Senior Technology Specialists at OJP and other DOJ grant making components (i.e., COPS & OVW) to create solutions in support of the collection of grant management applications from the external user community and the internal user's review and approval of applications to make grant awards. Makes recommendations and advises on organization-wide-system improvements, optimization, or maintenance efforts in software development and lifecycle management. Translates the interests of business stakeholders into short and long term goals for technical teams by facilitating communication between technical and non-technical personnel.
Serves as an Agile Champion for OJP, demonstrating successes gained through a well-orchestrated agile system development lifecycle. For example, promote effective collaboration between developers, requirements analysts, Scrum Masters, and business stakeholders by breaking down barriers where they may arise and escalating concerns to the right parties for resolution. Ensure requirements are captured at the right level for immediate development team action and support teams in demonstrating working system functionality frequently.
Leads task forces/project teams in advance systems software/hardware project efforts.
Ensures that the design, development, integration, and deployment of OJP's enterprise applications and web services are founded upon and compliance with, OJP's enterprise architecture and are adherent to OJP's "Defense in Depth" approach.
Maintains a current and expert understanding of evolving OJP's enterprise architecture (particularly as it relates to evolving cybersecurity initiatives and threats) and proactively leverages this knowledge to ensure that OJP's applications and web services are always within compliance and adequately protected.
Ensures that OJP's enterprise applications and web services are maintained and operated in alignment and adherence with existing and evolving Government cybersecurity related regulations and initiatives.
Provides counsel and liaises with the Chief Technology Officer (CTO) and the Information Technology Security Division Chief to ensure that all widely accepted industry standards and best practices for integrating cybersecurity measures and systems into OJP's enterprise applications and web services are applied, designed, updated, operated and maintained throughout the OJP's IT enterprise.
