New opportunities afforded by new sensors, novel sources, high performance computing, machine learning, and artificial intelligence are driving GEOINT R&D away from vertical development of exquisite capabilities for single modes of collection or single types of data. Specific duties of the position include: * Conduct continual strategic research portfolio analyses to align NGA Research projects with current, emerging, and long-term mission needs for GEOINT collection and analysis technologies to exploit new sources of data and provide a richer, timely GEOINT insights and perspective on intelligence questions across the IC. * Increase NGA's situational awareness of emerging S&T developments from external sources of innovation including universities, federal laboratories, FFRDCs and UARCs. * Construct solution architectures that implement NGA Research technologies with innovations from outside NGA, in particular leveraging the IC's investments in In-Q-Tel and the DoD's investments in DIU. * Guide the development of a portfolio of R&D projects to (1) advance state of the art in science and applications that provide new tools and capabilities for integrating multimodal data collection and data analytics for persistent, agile, comprehensive situational and anticipatory geospatial intelligence and (2) deliver new GEOINT integration capabilities to NGA as well as NGA partners in the DoD, IC, and international community. * Mentor scientists, engineers, and subject matter experts (SMEs) to construct and execute R&D programs with scientific and programmatic integrity in accordance with the Heilmeier criteria; develop their skills and experience; and assist them to grow their scientific, customer, and stakeholder networks. * Identify opportunities for NGA Research to collaborate and partner with other government agencies, allied partners, industry, and universities to advance the GEOINT Integration mission of NGA. * Communicate and coordinate with users and stakeholders across NGA, the IC and DoD to ensure that solutions delivered will meet expectations and transition rapidly and effectively in support of the National System for Geospatial-Intelligence (NSG). * As a member of the NGA Research leadership team, work together with the team to make complementary investments in technology to advance GEOINT capabilities and Analysis, as well as Multi-INT data fusion and provide technical leadership and subject matter expertise to advise stakeholders across NGA, DoD, and IC to: o communicate the potential impact of developments in the field o identify best practices for the NSG operations and o provide assessments of R&D and acquisition programs administered by NGA and other government agencies * Identify opportunities for NGA Research to contribute to DoD and IC missions and the missions of allied partners. * Speak publicly on NGA research and represent NGA as a SME on high-level boards, committees, and working groups. Position Demands: This executive level position requires * 5+ years demonstrated experience in designing and managing research programs in accordance with the Heilmeier criteria. * Experience soliciting and evaluating proposals for scientific research. * Experience integrating multiple technical disciplines, or managing the conduct of research across multiple disciplines, into constructive solutions that are impactful to the IC mission. * Demonstrated interpersonal skills and excellent writing, presentation and public speaking skills including the ability to tailor communication of highly technical content to a variety of audiences including direct-reports, academics, senior-level executives, and representatives of external oversight functions. * Experience identifying and evaluating technology solutions from various sources. * Experience constructing complex multi-year R&D programs with rigorous metrics and technical objectives. * Experience negotiating, drafting and monitoring interagency and/or commercial agreements to formalize cooperative technology development. * Experience with solicitation mechanisms such as Broad Area Announcements (BAAs) and source selection in accordance with Government policy and regulations. * Expert knowledge of the IC's mission, objectives, organization, and current intelligence GEOINT collection and analysis issues and functions. * Advanced degree (Doctorate preferred) in relevant science, mathematics, or engineering field with a minimum of 24 semester (36 quarter) hours of college coursework in Electrical Engineering, Computer Science, Physics, Materials Science, Remote Sensing, and/or Signals Processing OR a Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of college education described above plus experience that demonstrates the ability to successfully perform the duties of this position.
Security Clearance and Access Level: This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit for almost any service or rotational assignment that was at least at the GS/GG-13 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001. Note: Employees without Joint Duty credit may apply for the position and can be considered. If selected a waiver would be required prior to final appointment. An external candidate, if selected, will be required to provide proof of Joint Duty credit or immediately apply for Joint Duty credit prior to EOD. NGA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position.
