This is a Vocational Rehabilitation Counselor (VRC) position within the Specialty Vocational Programs of Northeast Ohio VA Healthcare System, a Compensated Work Therapy (CWT) Program. As a Vocational Rehabilitation Counselor the incumbent provides Supported Employment services to an ongoing caseload of veteran participants as an integrated member of the Akron and/or Warren Intensive Community Mental Health Recovery (ICMHR) teams.

The incumbent will carry a caseload of a maximum of 25 cases and provide direct job development, job carving, and job search services in the community on behalf of veterans on his or her caseload. VRC will share relevant employment and community resource information with the vocational and integrated teams. In addition, this position will assist with vocational counseling consults to provide individualized rehabilitation services that assist veterans in identifying and achieving identified goals that can include learning assistive technologies, community integration, supported education, seeking employment, training, resources to develop or re-establish skills and/or employment consistent with their strengths, needs, abilities, and preferences.
The program is designed to focus on the veteran's choices; and rapid job search that is seeking employment directly without pre-employment training. It conforms to the principles developed through Evidence Based Practice research. It stresses continuous assessment based on work experience rather than in artificial or sheltered settings. Enrolled veterans will receive continuous support as they adjust to competitive employment. Veterans are assessed for discharge only if they so request or conditions change, and Supported Employment services are no longer therapeutic or practical.
The goal of service participation is to assist veterans with maximizing employment potential, secure and maintain employment, and successfully meet all the challenges of activities of daily living while also enhancing quality of life to its fullest potential. The VRC will work with veterans to promote their full level of desired independence and functioning in the community. At this level, assignments are selected to further the professional growth and development of the Vocational Rehabilitation Counselor by providing breadth or depth of experience in applying the concepts, theories, methods and techniques appropriate to the specialization involved.
Major duties include but are not limited to;
Based on a thorough and ongoing assessment, the VRC assists veterans with determining vocational goals and objectives. The VRC determines the extent to which the client possesses the knowledge, skills or abilities necessary to meet the veteran's goals or objectives. Training may be recommended through community resources, as requirements that meet the client's vocational goals and objectives may not
be available in the VA. Determinations of best plan to meet the veteran's goals requires the VRC to analyze mental, social and physical or other barriers to employment in terms of the practical effects of such barriers on difficulty of employment placement. This can include ongoing assessment in community employment situations.
As a member of a multidisciplinary treatment team(s), the VRC coordinates internal and external resources to locate services that will be specifically suitable from the standpoint of the particular needs of the veteran. The VRC researches, investigates and establishes employment and training resources to satisfy common vocational needs of the client base. The VRC develops community networking resources to assist veterans with accessing needed supports to achieve vocational goals and enhance employment outcomes.
The VRC keeps alert for job opportunities and areas of potential job carving. The VRC maintains day-to-day contact with potential employers, placement personnel, other VA VRCs and VRSs, and/or other likely placement resources. The VRC provides job development and job carving in the community. In addition, the VRC provides employment follow along supports as indicated. Veterans in this program require considerable ingenuity and persuasiveness on the part of the counselor to meet the needs of this high risk population with multiple barriers to employment. Ability to provide vocational guidance to veterans to include preparation for job search, education about various job search modalities, and other job seeking skills is vital.
The VRC counsels and guides client through difficult transitions or rough spots in the adjustment to the job. The VRC evaluates the results of the program and makes sound professional arguments for recommended changes and reports program progress in accordance with established procedure. The counselor is typically involved in more
difficult emotional and economic problems. Skill and knowledge are required to encourage and motivate the individual to maintain employment. The VRC documents veteran's progress and changes in plan in the veteran's CPRS medical record and works with other providers to provide comprehensive care.
Work Schedule: Monday thru Friday, 8:0am-4:30pm. Hours may be extended or rotated based on the needs of our Veterans or Medical Center.
