Major duties for this position include but are not limited to, the following:
Manages, directs and supervises, and provides day-to-day direction, support and leadership to a team of 4-6 staff in the Office of Child Labor, Forced Labor & Human Trafficking.
Supervises the daily work of staff and provides regular guidance and feedback to employees regarding performance and conduct, as appropriate.
Offers assistance to employees with performance or conduct deficiencies, as needed.
Conducts research and makes recommendations to the Director and Deputy Director of OCFT on issues related to short and long-range planning for program development, human resources development, operating program and administrative policy, and internal and external coordination.
Provides recommendations on how resources are to be used for particular projects and the control measures needed to ensure project completion and management.
Structures work responsibilities for OCFT staff and communicates work assignments and performance expectations both orally and in writing.
Develops responses for the Director, Deputy Director of OCFT, Deputy Under Secretary and the Secretary to inquiries from Congress, international organizations, governmental agencies, non governmental organizations, professional, trade, and labor organizations and the general public with both factual information and interpretations of current government policy regarding international child labor. These may be highly technical in nature, necessary to dispel public misconceptions, and often involve sensitive considerations of international protocol and cultural diversity.
Advises the Director and Deputy Director of OCFT, on all matters relating to international child labor issues.
Develops policy recommendations for Director and Deputy Director of OCFT, which form the basis of departmental positions regarding international child labor.
Represents the department at meetings of governmental bodies such as the United States Trade Representative, the Agency for International Development, and the State Department; international organizations such as the ILO, the UN, and non-governmental human rights organizations where international child labor issues are discussed.
Assists the Director and Deputy Director of OCFT to serve as a department liaison with numerous international and national organizations active in child labor issues.
Maintains and develops new contacts with practitioners and organizations involved in international child labor activities to keep abreast of all relevant activities.
Meets regularly with high-level representatives of government agencies and international organizations to exchange information and develop policy options and initiatives.
Plans, develops, oversees and evaluates major ILAB technical cooperation initiatives.
Oversees and coordinates ILAB's grants to technical assistance projects to ensure effective development and implementation of projects.
Responsibilities may include working with OCFT staff to review project proposals, monitoring project status reports, identifying and advising OCFT Director and Deputy Director of problems with project implementation, and conducting periodic site visits to research and verify effective implementation of U.S. funded child labor projects.
Language Requirement - Ability to speak and read Spanish in all styles and forms of the language pertinent to the duties of the position.

To qualify for this position you must meet the Basic Requirements AND the Specialized Experience.
Basic Requirements
1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines AND 12 semester hours in statistics/quantitative methods.

2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown above, plus appropriate experience or additional education.
OR
3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
In additional to the basic requirements, all applicants must also meet the specialized experience for this position.

(3) Research on international development issues related or relevant to child labor, forced labor and/or human trafficking in Latin America & Caribbean countries.
