Incumbent works as Reclamation's manager coordinating and ensuring implementation of all aspects of the Arizona Water Settlements Act (AWSA), the San Carlos Apache Tribe Water Rights Settlement (SCATWRS), and the White Mountain Apache Tribe Water Rights Settlement Quantification (WMATWRQ) are carried out by the development of detailed programs, planning, coordination, and evaluation and distribution of funds. Serves as Reclamation's point of contact for both internal and external entities on all aspects of the AWSA.
Serves as the program manager for the Lower Colorado River Basin Development Fund (LCRBDF) with the responsibility of ensuring investments and cash flow are in accordance with the AWSA by working in close coordination with local and Regional Management and Budget and Financial staff.
Facilitates coordination between offices external, as well as internal to PXAO to insure these projects are completed effectively with involvement by all appropriate functional areas. Develops and prepares required reports to Congress.
Coordinates with Engineering Division to ensure construction oversight of projects are properly conducted and that coordination with local parties occurs as anticipated by the AWSA, the SCATWRS, and the WMATWRQ.
Develops processes and procedures to ensure requests for funding are in accordance with the Act and are given proper reviews and legal mechanisms and authorities are in place to transfer funds.
Works with Regional and Local offices, other Federal agencies, Indian tribes, congressional staff, and state and local parties to coordinate and ensure Reclamation is upholding the legal requirements associated with each settlement. May be assigned special projects typically related to the Office's role in water rights settlement implementation or related other settlement discussion within the responsible areas of the Office.

GS-13: You must have 1 year of specialized experience equivalent in complexity and difficulty to at least the GS-12 grade level in Federal service.
SPECIALIZED EXPERIENCE: Defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The successful candidate should have experience that demonstrates strong communication and analytical skills; and must demonstrate the ability to manage, coordinate, administer, and evaluate Indian water rights settlement water resource programs, construction projects, and /or Indian water rights settlement policies and legislation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Working Conditions: Work is primarily sedentary.
