Duties include but are not limited to the following:
The incumbent is Chief of the Engineering Service for the OKCVAHCS. As such, the incumbent is a key member of the Medical Center Director's Executive Management Staff and shares with other Executive Management Staff the responsibility for total Medical Center planning, programming, and budgeting. This includes overall management considerations involving general administration, budget management, manpower, other resource utilization and participation in community affairs. This participation causes the Chief Engineering Service to become involved in the overall development of objectives of management and its operating philosophy to achieve effective implementation of the basic mission - the care of patients. This total involvement is essential to obtain the maximum contribution for the Executive Management Staff. The Chief Engineering Service is also responsible for the development and management a comprehensive engineering program including the efficient operation of the utility plants, the maintenance of all buildings, grounds, and facilities, medical equipment maintenance, and a complex, comprehensive design and construction program.
The Chief Engineering Service has direct supervisory control over 6 FTE and indirect supervisory responsibility over 125 FTE. The Chief is responsible for managing and overseeing the entirety of Engineering operations daily and short- and long-term planning efforts for the Health Care System. The Chief is responsible to oversee all hiring efforts, performance issues, evaluations, and disciplinary actionsfor the Engineering Service. The Chief will write position descriptions for work to be accomplished by subordinates, set and adjust polices and standard operating procedures for the service. The Chief will prepare schedules and milestones for the completion of work, assigning work to subordinates based on priorities, selective consideration for the difficult of the requirements, and the capabilities of employees.The Chief approves leave, gives advice, counsel, and instruction to employees on both work and administrative matters. The Chief participates in the interview and selection of candidates for vacancies within the service. The Chief hears and resolves grievances from employees and effects disciplinary measures where appropriate. The Chief identified developmental and training needs of employees and tracks training and competencies through employee development plans.
