We are seeking an experienced employment law attorney to serve as Counsel for Employment Law, the Department of Labor’s senior internal employment / labor law advisor. The Counsel supervises a team of litigators and advisors in the Office of the Solicitor’s Division of Management & Administrative Legal Services. The Division provides general counsel & government law legal services, supporting DOL’s mission to ensure labor laws are forcefully and fairly applied to protect the nation’s workers.

The Employment Law Counsel supervises a staff of attorneys that represents the Department of Labor in handling sophisticated and complex litigation before the Federal Labor Relations Authority, the Merit Systems Protection Board, the Equal Employment Opportunity Commission and the Federal courts. The staff also handles cases before impartial arbitrators under the Department's negotiated and administrative grievance procedures. The Counsel also ensures legal guidance and litigation support are provided to the Department in carrying out its internal employment and labor regulations responsibilities under applicable Federal labor and employment laws and policies. The Counsel directly advises high-level Department officials across the Department and often works closely with the Assistant Secretary for Administration and Management and the Chief Human Capital Officer. The Counsel may assist in negotiating with three labor organizations representing Department employees nationwide and regularly advises on administration of collective bargaining agreements.
The Counsel provides expert advice on all aspects of Federal sector equal employment law, labor relations law, and personnel law (e.g., adverse action, grievances, classification matters, merit staffing matters, employee misconduct, etc.). Considerable expertise is required to supervise and lead this litigation practice. The Counsel may directly handle the most difficult, complex, precedent setting cases, and those cases that could subject the Department to the highest level of potential of liability, such as class action cases, cases of first impression, amicus curiae litigation, and cases that have Department-wide significance. Additionally, the Counsel must establish positive working relationships with Department managers at all levels, officials in other Federal agencies including the Department of Justice, and private attorneys.
This position is outside the bargaining unit.

To qualify for an attorney position, applicants must possess a professional law degree (LL.B. or J.D.); be a member in good standing of the bar of a court of general jurisdiction of a state, territory or possession of the U.S.; and must have acquired the amount of experience indicated below for each grade level.
GS-15 level, four (4) years of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level. At least one year of qualifying experience, must be specialized experience as defined below.
Specialized experience, for this grade level, is senior experience that has equipped the applicant with the necessary skills and abilities to perform the major duties of this position.
Note: An LL.M may be substituted for a maximum of one year of progressive legal experience.
