Serves as technical expert within Aircraft Maintenance. Provides authoritative information and leadership on policy and interpretation of regulations for highly complex and challenging technical activities associated with analyzing, designing, altering, developing, installing, repairing, fabricating, maintaining, and/or evaluating the most complex systems for which the FAA is responsible. Is the main focal point and facilitator for all aircraft maintenance planning of scheduled Maintenance Tasks, Inspections, Modifications, Airworthiness Directives, Service Bulletins and Engineering Orders.
Provides future planning; reports to Maintenance Control Team Manager; schedules maintenance events on all FAA aircraft; responsible for people, parts and place; and provides annual forecasting to FPO management for budgeting/resources.
Ability to create both short term and long range aircraft maintenance plans using a yield management approach to effectively stagger aircraft maintenance activities, understanding the complexities with aircraft utilization factors and being able to adjust planning based on flight hour usage variables, managing scheduled and special inspections completion time to prevent overlap of down aircraft, formulating predictive maintenance activities based on reliability and CASS data outputs.
The incumbent has authority and responsibility to make decisions and recommendations on the airworthiness of agency aircraft. Determines risk factors and the actions required to mitigate potential safety risks for the Aircraft Maintenance Directorate in support of Flight Program Operations aircraft maintenance programs.
Possesses a thorough knowledge of all information related to agency owned aircraft and represents Aircraft Maintenance as the technical maintenance expert for assigned aircraft.
Applies experience and expert technical knowledge of maintenance operations and experience in aircraft mechanical and/or electrical systems to solve new or obscure problems relating to technical, regulatory and procedural matters. Exercises judgment in the selection and application of processes and/or practices to specific problems where precedents are not applicable. Regularly monitors contracts and vendors that provide services and products at the duty location or off-site at the maintenance provider location. Has full authority to make airworthiness determinations, when exercising his/her Airframe & Powerplant Certificate or operating under Contracting Officer Representative (COR) authority. ln accordance with the 14 CFR 65 Certification: Airmen other Flight Crewmembers, Subpart D Mechanics, and Subpart E Repairmen, and the Acquisition Management System (AMS). ls considered a technical expert within the Flight Program Operations for aircraft maintenance activities and must possess an FAA Airframe and Powerplant certificate.
Works independently. Has broad discretion to ensure alignment with organizational objectives and policies. Develops innovative approaches to attain organizational objectives and optimize the use of resources. Identifies and justifies the resources needed to accomplish large work activities. Provides expert guidance and instruction to address diverse, complex issues that often cross multiple projects, programs or functional areas.
**May be physically required to perform heavy lifting and carrying 45 pounds and over, pulling hand over hand, pushing, reaching above shoulder, walking, standing, crawling, and kneeling for extensive periods of time. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. SPECIALIZED EXPERIENCE may include but not limited to: Experience with regulatory framework in program operations; experience in applying analysis and resolution of very complex or sensitive problems related to quality assurance and quality control; experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness; Experience with directing and coordinating resources to provide maintenance/inspections on highly modified aviation platforms; experience in the oversight of an aircraft/avionics maintenance program in accordance with established standards, policies, practices, and procedures; and experience negotiating and leading the achievement of goals and objectives of aircraft maintenance programs.
